Residents of the village of Baks-Rrjoll in Velipojë are facing police violence and arrests as they protest to protect their ancestral lands, which are being taken away for the construction of the “Aba Blue Borgo” resort of oligarch Bashkim Ulaj. By decision of Edi Rama’s government, Ulaj has been declared a “Strategic Investor” for 147 hectares of private land, while the police have been put at the service of the project, not the law. Construction has begun without a permit, but instead of punishing the investor, violence has been used against the residents. The Rrjoll case marks another episode of the plunder of private property with political decisions and rubber bullets, raising serious suspicions of collaboration between the government, the police and the oligarchs.
Residents of the village of Baks-Rrjoll in Velipojë have returned to protests to save their lands, which were stolen from them by the oligarch Bashkim Ulaj, with the blessing and official support of Prime Minister Edi Rama.
In the service of the robber Bashkim Ulaj, the Director of the State Police, Ilir Proda, has installed and rushed a garrison of hundreds of police forces in that village, to forcibly remove and handcuff the residents who are defending their legal lands, where they have lived for centuries and generations.
Faced with this bandit attitude, we ask two logical questions:
– Has the oligarch Bashkim Ulaj rewarded the chief police officer Ilir Proda for the police violence he is exercising against the residents of Baks-Rrjoll in Velipojë, who are protesting to protect their lands?
– Or is Edi Rama, the prime minister who, in violation of the law, has signed the decisions of the government and the National Council of Territoriality and has ordered the heads of the Cadastre to falsify the land documents of the residents, a partner in the resort that will be built there?
We say this because, for every private property that oligarch Bashkim Ulaj plunders, he quickly secures government decisions and building permits, while the police rush in to beat and remove protesting residents.
This is also the case with police violence against residents who protested against the Bashkim Ulajt TEC in Roskovec, against residents of Bërxulë who protested for their lands on the Thumanë-Kashar axis, as well as against Bashkim Ulajt TEC and quarries in Valbona, Mat, Mirditë, Dibër, Gjirokastër, Librazhd and Pogradec.
Edi Rama's decision to seize land from the residents of Rrjoll in Velipojë
With Decision No. 875, dated December 30, 2024, Prime Minister Edi Rama granted oligarch Bashkim Ulaj the status of "Strategic Investor" for the construction of the resort in the tourist village "Aba Blue Borgo", on 147 hectares of legal land belonging to the residents of the village of Baks-Rrjoll in Velipojë.
The construction permit was granted on January 15, 2026, while the leveling of the land for the construction of the resort, oligarch Bashkim Ulaj had begun without permission in March 2025. But the police, instead of arresting him for illegal construction, occupation and destruction of property, used violence against residents who protested.
The "Aba Blue Borgo" resort project envisages the construction of 33 residential and service buildings, with 3 to 10 floors above ground and one underground floor.
