Altin Dumani denies the investigation into Amant Josif, although SPAK documents prove otherwise. The file was discontinued at the moment when the traces led to Olsi Rama.
During the report to Parliament, the head of SPAK, Altin Dumani, stated that no criminal proceedings have been initiated against Amant Josifi, as the case is being investigated by the Spanish justice system. However, the facts published by SPAK itself show the opposite: the investigation existed, was abruptly terminated and disappeared from the register after the identification of links with Olsi Rama.
In his report to Parliament, the head of SPAK, Altin Dumani, admitted for the first time that he and the prosecutors are under pressure and attacks from the media. But his strongest statement was not this. It was the public assertion that no criminal proceedings have been conducted by SPAK against Amant Josifi, the head of the criminal call-center network that stole over 200 thousand European Union citizens. According to Dumani, there is an “agreement” with the Spanish justice system that the case will be investigated and judged only by the Spanish side.
This version contradicts the facts and official documents that SPAK itself has published over the past three years. On November 10, 2022, SPAK publicly stated that it had carried out a joint operation with Europol and the Spanish police to crack down on the call-center network operating in Albania, under the direction of Amant Josifi. Then, on November 12, the call-center administrators were arrested, while Josifi himself was declared internationally wanted after fleeing to Dubai.
From December 2022 to February 2023, SPAK, the State Police and Europol publicly reported that they had set up a joint investigation group with Spain and were in the process of locating Josif. The State Police itself announced that Albanian agents from FAST and BKH would travel to Dubai to arrest him. None of these trips took place. And then, after a year of silence, on October 27, 2025, Dumani appeared in parliament to say that “there is no Albanian investigation”, because they had left everything to the Spanish side.
In fact, there is no legal agreement between SPAK and the Spanish prosecution that grants one party exclusive investigation for crimes committed on Albanian territory. The Albanian Criminal Procedure Code does not provide for the transfer of investigations to Albanian citizens when criminal offenses are committed within the country. International cooperation agreements involve coordination, not handover of investigations. And this is the point that makes Dumani’s statement legally invalid and politically dubious.
Sources from the BKH have confirmed that in early 2023, SPAK had opened an investigation for money laundering and computer fraud against Amant Josifi and people associated with him. The investigation was abruptly stopped when evidence led to a name that politics does not touch: Olsi Rama, the brother of the prime minister. The data shows that through a series of fictitious companies, Olsi Rama was a hidden beneficiary in some of the call centers that Amant Josifi ran, covering up the financial activity through other businesses registered in Tirana, Vlora and Fier.
In the months that followed, all investigative actions in Albania were halted. BKH did not send any interaction group to Dubai, as Interpol Tirana and Europol had requested. SPAK did not take any new seizure measures, although on February 10, 2024 it itself announced the completion of the investigations into the call-center group and the seizure of 2.2 million euros, 28 million lek and some assets on behalf of Josif and his family.
If Dumani claims that these seizures were made without a criminal investigation against Josif, then we are faced with an institutional paradox: how can the property of a person for whom there is no criminal proceedings be seized? And more importantly, why is SPAK silent on the fact that the Spanish justice system arrested Josif in Dubai in September 2023 and notified Tirana, but no representative was sent to the scene from Albania?
Today it is clear that the investigation into Amant Josifin has been halted for political reasons. The inclusion of names that affect the closest circle of power has led SPAK to withdraw from a file that, in any other country, would have been considered an economic crime of national proportions.
When Altin Dumani admits in parliament that there is no investigation, he not only avoids the legal responsibility of the institution he leads, but confirms that the Albanian justice system is being politically controlled. And when he accepts pressure from the media, he must clarify one thing: who is afraid of the investigation of Amant Josifi and why SPAK withdrew at the moment when the evidence led to Olsi Rama?
Because the only agreement that seems to exist in this case is not with Spanish justice, but with the silence of Albanian politics. And this is the agreement that holds justice hostage./ Pamphlet

Germo Duman, gërmo se Olsin, Edin dobte gjesh Art, se Amanti i gjete është, por edhe kur u kap në Dubai, nderhyri Emmar Alvaro, dhe hiresia e tij Sheik...., të lirohej dhe mos ekstradohej. Pra, Romsi, Olsi dhe Amanti.
