The investment project has been temporarily blocked by Edi Rama "until the information made available by the State Cadastre Agency, Vlora Local Directorate is clarified and completed".
The provisional blocking decision was signed by Edi Rama in May of this year. During these months, it seems that Lul Morina has moved the strings to fasten the papers of the alienated property in Himare, marked to build the resort.
The plan to declare Lul Morin as a strategic investor can only be thwarted by SPAK, if it will launch an investigation into the businessman's suspicious activity, connections with drug lords and internationally wanted persons for money laundering and fraud, as well as the source of money, with which Morina has raised a fortune worth tens of millions of euros, camouflaged with several ghost companies.
Unauthorized constructions
The scandal of the construction of towers without permission by Lul Morina in the most enviable area of Tirana is multiple.
First, Lul Morina has built a 9-story building without permission and additions to another building without permission, and law enforcement agencies have not intervened to block the works, since Morina is believed to have bought and bribed them with dirty money.
Secondly, even though in one case the police referred Lul Morin to the prosecutor's office for building without a permit, the businessman was still not detained, leaving it to justice. There are strong suspicions that Morina has bought off the prosecutor of the case for delaying and closing the file.
Third and most important, Lul Morina has erected towers without permission with questionable money. With phantom companies, Lul Morina has invested tens of millions of euros. The Directorate for the Prevention of Money Laundering and Economic Crime have not referred it as a case to the Prosecutor's Office.
Ghost company, questionable assets

Në vitin 2012, Morina i blen Besnik Serdanit kompaninë Xheluks Construksion, për 100 mijë lekë, me të cilën ka ndërtuar pallatin pa leje tek Liqeni i Thatë në Tiranë. Edhe kjo kompani ishte themeluar në vitin 2010 dhe nuk kishte ndonjë aktivitet të konsoliduar ekonomik.
Në vitin 2018, Lul Morina i blen Jorgji Ruçit kompaninë “Drymades Dream”, për 7.5 milionë lekë, duke ndërtuar më pas resorte më vlerë miliona euro. Çuditërisht edhe kjo komapni kishte si objekt import/eksport të fruta/perimeve.
Disa muaj më pas, Lul Morina, me këtë kompani, hyn në ortakëri me vëllezërit indianë Nitin Sandesara dhe Chetankumar Sandesara, në kërkim për përvetësimin dhe pastrimin e 1 miliardë USD përmes një skeme më kreditë bankare në Indi.
Me anë të këtyre kompanive fantazmë dhe që i ka blerë me më pak se sa 10 milionë lekë, Lul Morina ka qarkulluar miliarda lekë dhe ka investuar dhjetëra milionë euro në pasuri të paluajtshme, si resorte, hotele dhe pallate, por edhe duke blerë jaht, makina të shtrenjta etj.

Përgjatë viteve 2008-2011 ata kanë marrë qindra milionë dollarë kredi nga disa banka shtetërore të Indisë, para të cilat nuk kanë shkuar në llogarinë e sterling, por janë zhdukur përmes një rrjeti prej 300 kompanish offshore të ngritura nga vetë ata.
Dy vëllezërit indianë gjetën strehë në Shqipëri, ndërsa u pajisën me nënshtetësi nga Ilir Meta, ndonëse drejtësia indiane i kërkonte në të gjithë botën për pastrim parash. An investigation launched by the Special Prosecutor's Office for the verification of the wealth of the former Minister of the Interior Saimir Tahiri, has led the businessman from Fieri, Lulzim Morina, to the premises of SPAK.
Aa gave explanations some time ago for some bank transactions worth over 100 thousand euros, transfers that were made during the year 2016-2017 to the account of Fatlinda Tahiri, the wife of the Minister of the Interior at that time, Saimir Tahiri.
