The Secretariat of Security in the EU and NATO considered Edi Rama's deal with the Dubai mafia, represented by Mohamed Alabbar, for the construction of towers, hotels and shopping centers on 810,000 m2 of state land in Durrës, a security breach in Albania and the Region.
But Prime Minister Edi Rama has not given up the economic-financial bargains with the sheikhs and the Dubai mafia, whose connecting threads, apart from the Albanian governmental and oligarchic dome, are in the mafia circles of Russia, Serbia, Turkey, Georgia, Azerbaijan and Saudi Arabia.
But, in order to keep these dark connections of interests hidden, Prime Minister Edi Rama pretended to have given up on the Dubai mafia, authorizing the central directors of ministries and state companies, to implement and sign agreements and economic-financial concessions with state and private entities in the United Arab Emirates, with the donation of assets and properties.

By Government Decision No. 690, dated November 6, 2024, Prime Minister Edi Rama formally deprived himself of the right to implement and sign agreements with state and private entities in Dubai and gave this authority to the directors, but only for the drafting of draft contracts.
To make this stunt as legal as possible, Babloku has used Decision No. 949, dated November 25, 2015 and law 145/2020, with the object of the agreement between the Albanian Government and the Government of the United Arab Emirates, where there are no powers for the directors, as a negotiating and signing authority with state entities and private entities in Dubai, but is only competence of the prime minister and relevant ministers.
However, one of the points of the government's decision reveals the fact that the directors will make, draft and formally sign contracts for concessions and economic agreements, even with the state and private entities of Dubai, while Babloku will do the shopping himself.
This determination is in the decision dated November 6, signed by Prime Minister Edi Rama, which states:
- After the directors of state agencies and companies have prepared the drafts of contracts and agreements with state and private entities of Dubai, they must first pass for control to the line ministers, from there to the prime minister, while after his approval, the directors must to sign them immediately. / Pamphlet
