After the launch of investigations in 2021 into Edi Rama's links to the mafia group "Ndrangheta", the oxygen tenders not only did not stop, but multiplied. With Besnik Halili as a "trusted man" and health ministers as silent partners, millions of euros circulate in the name of life, and go into the pockets of organized crime.
After the scandal broke over Prime Minister Edi Rama's ties to the leaders of the Italian mafia group "Ndrangheta", it was thought that their business in Albania would be immediately interrupted, especially the tenders for the supply of oxygen to the health system at the height of the pandemic. But the opposite happened: the ties deepened, and the bargain still continues today.
The company "Gazra Teknike Shqiptare sh.pk", which is controlled by bosses Antonio Gallo, Antonio Speziali and Claudio Larusa, continues to win tenders worth tens of millions of euros, in close cooperation with the Rama government and the Ministry of Health. Its representative in Albania is Besnik Halili, husband of former director Luneda Sufali, once in charge of supervising gambling and the State Social Service.
This family duo not only controls oxygen tenders in hospital centers and regional hospitals, but has also intertwined a parallel network of fictitious companies, created solely to launder money and distribute dirty profits. Among them are: "Hydro Energy Sotira", "Idro Energia Pulita", "Adr-Trans", "Green Tech", "N3H", "Messer Albagaz", "Sofigaz", "Sapio Produzione Idrogeno".
The SPAK investigations, in cooperation with the BKH and the Italian Prosecutor's Office, officially began on January 25, 2021, with "Case No. 17". On May 20, 2024, phones, documents, USBs and tender files were seized from the offices of "Gazra Teknike". But as often happens in Albania, more than a criminal investigation, we are dealing with a fictitious operation to calm public opinion.
Meanwhile, the tenders continue, the ties are strengthened, and no one dares to touch a company linked to the most dangerous structures of Italian organized crime. SPAK is silent. The Ministry of Health signs. Hospital directors implement. And above all, Edi Rama keeps everything politically supported.
