
At the proposal of the Minister of Defense, Pirro Vengu, the government has approved a new decision that leads to the partial privatization of one of the most strategic sectors of national security: the production of military uniforms and all their accessories...
The Council of Ministers' Decision No. 291, dated 28.5.2025, authorizes the creation of a joint public-private company for the production and marketing of military uniforms. The company will be under the umbrella of the state-owned military company "KAYO sh.a.", but the real control will be held by the private party, which will own 60% of the shares and the majority of the board of directors.
Sources within the Ministry of Finance confirm to Pamfleti that the deal has been closed since January 2025 and that the private party is a group of Turkish investors, previously linked to dubious contracts for police uniforms, guards, prison services and private security networks.
A monopoly without tender, with zero benefit for the state
Through this decision, the Albanian government is handing over a genuine financial monopoly to private individuals: all state institutions, from the Armed Forces to municipal police and private security companies, will be provided with uniforms through non-competitive contracts from this company. Meanwhile, the state, although it owns 40% of the shares, does not benefit from a single penny of profit for the first 15 years.

Furthermore, according to the decision, the company will be exempt from any tax, customs or local levies for a period of 30 years. Essentially, we are dealing with a disguised concession, where the state pays 60% of the cost of army uniforms and 100% of the costs for the police, guard, prisons and other institutions.
Logistics, public property and support with military troops
The Ministry of Defense will make 20 thousand square meters of public property available to this company for production and administrative activity. In an absurd case that has no precedent in democratic countries, the physical protection of the company's personnel, facilities and goods will be carried out by members of the Albanian army.
The latter is not the first time this has happened under Rama's government. The same model has also been applied to the company "Air Albania" (where the state owns 15% through "Albcontrol" but has no right to profits), as well as to the famous project with the company "Emaar-Alabbar" in the Port of Durres, where the state has 33% through the Port Authority, but without any real revenue in the budget.
Signatures, orders and shadows after the bargains
Officially, this is an initiative "for efficiency and standardization in military uniforms", but everyone knows that it is a personalized project aimed at control and illegal profit. All letters will be signed by the leaders of "KAYO sh.a.", but the orders will come from Pirro Vengu and above, from Edi Rama himself.
This new company is nothing more than the newest form of the old form of seizing public assets through fictitious companies and one-sided partnerships, which favor Rama's clientelistic groups and turn state sectors into fiefdoms managed by selected private individuals./ Pamphlet
