Amant Josifi remains free in Dubai, Olsi Rama has not been affected by the investigations, while their assets in Albania; construction companies, bars, restaurants, taxis and fast-food, etc., remain untouched in the name of the Prestanomës. In this key test, SPAK seems to hesitate to act, leaving the question of whether justice is truly equal for all in suspense.
In recent months, the Special Prosecution Office (SPAK) has undertaken significant operations against organized crime, demonstrating growing capacity to crack down on international criminal groups. However, one question remains about this key institution of justice reform: is SPAK ready to face the real test; investigating figures with strong political connections?
At the center of this test are two names: Amant Josifi and Olsi Rama, the brother of Prime Minister Edi Rama. The circumstances of their involvement in accusations of fraud through call-center networks and the way SPAK has handled these issues raise serious concerns about the institution's independence and willingness to apply the law without discrimination.
“Milton Group” and the call center network
According to investigations undertaken by the Bamberg Prosecutor's Office in Germany and Spanish authorities, Albania became an important base for the fraudulent activities of the international group "Milton Group". This criminal organization financed a wide network of call centers in the country, which deceived foreign citizens, mainly Germans, by promising them profits from currency trading (Forex) and then stealing millions of euros.
In his statements after appearing before SPAK in January 2026, the leader of the Democratic Party, Sali Berisha, brought this issue to public attention, accusing well-known figures of being behind these centers. “There are two hundred enterprises, which are patronized as is known by Olsi Rama, Amant Josifi’s partner, which steal foreign citizens day and night through fraud,” Berisha declared, adding that this criminal activity was supported by police structures.
But what happened when the Albanian authorities intervened?
SPAK, defense and escape
On November 8-9, 2022, a joint action by Spanish and German justice, EUROJUST, SPAK, and the State Police took place in Albania. The target was fraud centers.
Megjithatë, zhvillimet pas këtij aksioni kanë ngritur dyshime serioze. Sipas një hetimi të publikuar nga Insajderi, dy të arrestuarit në këtë operacion, Erindi Pisqyli dhe Berlando Saraçaj, deklaruan se Olsi Rama ishte “shefi” faktik, organizatori dhe drejtuesi i këtij aktiviteti në Shqipëri. Për më tepër, ata pohuan se Amant Josifi ishte ortaku i tij.
Por, çuditërisht, emri i Olsi Ramës u hoq nga lista e personave të përfshirë nga drejtuesit e SPAK-ut dhe Policisë. Në të njëjtën kohë, dyshohet se Amant Josifi, i cili ishte në kërkim nga drejtësia spanjolle, u njoftua paraprakisht për aksionin, duke i mundësuar të arratisej në Dubai, ku ndodhet ende i lirë sot.
Në fillim, SPAK konfiskoi pasuri dhe e shpalli në kërkim Josifin, por më pas, sipas burimeve, hetimi për të u ndërpre dhe u fshi nga regjistri i çështjeve penale. Ky veprim, i cili sugjeron një tentativë për të mbyllur çështjen, ka minuar besimin se SPAK po vepron me integritet të plotë.
Prestanomet e Josifit; si fshihen pasuritë në Shqipëri
Ndërsa Josifi vazhdon të jetë i lirë në Dubai dhe ndërkombëtarisht është shpallur në kërkim, në Shqipëri pasuritë e tij mbeten të paprekura. Por ato nuk janë në emrin e tij. Skema e pastrimit të parave është e qartë: prestanomet – ish-punonjës të call center-eve, persona të tretë që mbajnë formalisht pronësinë, por që realisht punojnë për të.
Ku janë këto pasuri? Ato janë të shpërndara në të gjithë Tiranën, në sektorë të ndryshëm: Kompani ndërtimi,
Bare e restorante, kompani taksi, Rrjeti fast-food KFC Pizza Hut, ndërtim kullash kompleksesh etj.
Asnjë prej tyre nuk është prekur. Asnjë sekuestrim, asnjë masë ndaj pasurive që dyshohet se janë fituar nga veprimtaria mashtruese e call center-eve. Megjithëse SPAK ka konfiskuar pasuri në operacione të tjera kundër krimit të organizuar, kur bëhet fjalë për rrjetin që lidhet me emrat e sipërpërmendur, gjithçka duket se është ngrirë në vend.
Pyetja që shtrohet është e thjeshtë: çfarë po pret SPAK për të vepruar? Çfarë pritet më shumë, kur pasuritë janë të dukshme, kur prestanomet janë të identifikuar, kur edhe agjencitë e huaja anti-krim kanë sjellë në Tiranë materialet hetimore?
Dosja “Xibraka”; një precedent tjetër
Kjo nuk është hera e parë që emri i Olsi Ramës përshkohet nëpër dosjet e SPAK-ut pa pasoja. Në dosjen e laboratorit të kokainës në Xibrakë, ku një grup kriminal përpunonte sasi të mëdha droge, provat e përfshirjes së Olsi Ramës ishin të shumta, duke përfshirë përgjime dhe të dhëna nga sistemi kufitar TIMS.
After a complaint by MP Gazment Bardhi, SPAK had to reopen the investigation into the matter. However, just a month later, the prosecution dismissed the case again, stating that there was insufficient evidence. The quick dismissal of the case did not dismiss, but rather deepened, suspicions about the internal protection enjoyed by the prime minister’s brother.
Meanwhile, new investigations in Germany into the Israeli-Georgian boss of the Milton Group, who was arrested and extradited, have reopened the Albanian file. The traces of this investigation are expected to lead back to Olsi Rama and Amant Josifit as representatives of this fraudulent network in Albania.
Amant Josifi is free in Dubai. His assets in Albania, held in construction, bars, restaurants, taxis and fast-food businesses, have not been touched. And SPAK, for which the justice reform was created, does not seem to be moving.
The big question that arises today is: Will SPAK stand up to its mission, or will it bend again to protect those close to power?
The real test of SPAK is not the operation against distant criminal groups, but the willingness to face the weight of politics when it touches its home. If the German and Spanish justice seek to question and investigate Olsi Rama and Amant Josifi's money laundering network, the action of the Albanian prosecution will show whether Albania has a truly independent justice system, or just an institution that functions according to the interests of the moment... /Pamphlet
