The Bulgarian passports that passed through Ostren and the 216 hectares that disappeared in Martanesh, Lubalesh, Okshatina, Gjorica and Ramnagore; how Bulqiza turned into a "state within a state" under the leadership of Festime Mjeshtri.
The mayor of Bulqiza, Festime Mjeshtri, has turned the leasing of public lands into a family-friendly business. Within two years, she has approved the transfer of about 216 hectares of forest and grazing land to five companies; all without consulting residents, almost all through auctions in which only one operator participated. After the first denunciations, she admitted that she had broken the law, but no contracts were canceled and no investigation was opened against her.
With five cases of granting public lands without competition
- Martanesh, 85.9 hectares – On January 26, 2026, the Municipal Council approved the 10-year lease of land in the village of Melç. Winner: “ALB‑ML Solar Energy Investment” of the former prefect of Dibra, Ardit Kaja. Only one operator participated in the auction.
- Lubalesh, 21 hectares – On February 23, 2026, the Municipality announced the winner for the land in the village of Lubalesh. Winner: “Balla Energy Group” of Artan Balla. The auction was not announced on the official channels of the municipality.
- Okshatinë, about 40 hectares – On February 29, 2024, the Council approved the allocation of land in the village of Okshatinë (Shupenza) to "Dani Energy 2023" for a 40 MW photovoltaic park.
- Gjorica, 42.5 hectares – At the same meeting in February 2024, the Municipality approved the transfer of land in the village of Gjorica to businessman Sokol Tasha's "Gjorica Solar Park". The project was subsequently licensed by the Energy Regulatory Authority.
- Ramnagore, 26.85 hectares – On May 2, 2024, the Council approved two leases: “Cami Internacional” received 2 hectares, “AR‑BA – 06” received 24.85 hectares. Another company’s request for 17 hectares was rejected.
In October 2025, Festime Mjeshtri announced that it would auction off 52 more plots from the forest fund for livestock stables, guesthouses or photovoltaic parks. It is not known how many of these have been approved to date.
The violation of the law in the Martanesh case was so clear that the mayor herself was forced to publicly admit that she had not respected the consultation procedure. But she did not cancel the tender, did not apologize, and no institution called her to account.
While now, with five cases approved and 216 hectares of public land given without competition, Festime Mjeshtri continues to remain at the head of the municipality. She signed the contracts, she admitted the violations, but neither SPAK nor HIDAKPKI have touched her.
It is not difficult to understand for what services this public land manager continues to distribute Bulqiza forests to predetermined operators, while justice has not held her accountable for either the 216 hectares given without competition or for the corrupt tenders.
This is not the only 'scandal' associated with the name of the mayor of Bulqiza. In December 2023, her brother-in-law, Luan Mjeshtri, administrator of the Ostren administrative unit, was arrested red-handed by the Dibra police along with two other officials. They were accused of issuing false residence certificates to enable citizens to obtain Bulgarian passports; a criminal scheme that included document forgery, abuse of office and passive corruption. The Dibra court ordered the mayor's brother-in-law to be arrested in prison, but Festime Mjeshtri herself issued an administrative measure from the HIDAKKI for conflict of interest and continued to lead the municipality.
