After 3 reports to SPAK, for the secret tenders of "Covid 19" and PPP Sterilization of laboratories, the "ustallesha" of the government, Ogerta Manastirliu, has started her duty as Minister of Education, with the delegation of powers to her subordinates, as a trick to hiding behind their mask.

Delegation of powers means that Ogerta's ministerial duties and obligations will be given to her deputies, who must sign and respond legally, while she will do the shopping herself.

While on October 25, 2023, she published in the "Official Gazette", 3 more orders, for the delegation and distribution to the 3 deputy ministers, of all the powers she has as Minister of Education, removing any administrative and criminal responsibility from herself.

By Order no. 564, dated 5.10.2023, Ogerta Manastirliu has transferred 23 powers to the deputy minister Endrit Hoxha, authorizing him to order and sign for any issue related to the structures in the center, in the educational offices of the areas and in relations with the government and foreigners .

By Order no. 565, dated 5.10.2023, has delegated 20 competences to the Deputy Minister of Education Nina Guga, giving her the right to manage and direct the affairs that only the minister has competence for; while with Order no. 566, dated 5.10.2023, to her friend and realtor, Deputy Minister Albana Tola, has delegated 32 powers in the sectors where there are big bargains.

It does not take much mind, to understand that she has distributed her legal powers to subordinates, to steal quietly and without being affected by justice, as she did with the arrested former secretary of health Joana Duro, who used her as a realtor in tenders.

According to Law no. 44/2015 "Code of Administrative Procedures"; of Law no. 9000 dated 30.1.2003 "On the functioning of the Council of Ministers" and Law no. 90/2012 "On the functioning of the state administration", these powers are the duties of Minister Manastirliu.

She can delegate them up to 1 week and 1 month, only in cases where she is ill and cannot go to the office; or when he is working outside Albania, specifying the powers and the deadline for their delegation, but the law prohibits him from delegating financial powers.

However, Ogerta has delegated all the powers without a deadline, although he is healthy, attends the gym and relaxes in the areas, as if he supposedly goes to meet teachers and students.
