By proposal, that is. by order of Lali Eri and Bekim of Bablok, the City Council of Tirana with Decision No. 120, dated November 15, 2023, granted to the Italian company "ECO Tirana" the concession for cleaning the waste of the entire city and village territory of the Municipality of Tirana with a term of 100 years.
A week after this decision, on November 22, 2023, with a facade of apparent twinning and transparent cooperation, the mayor of Verona, Damiano Tommasi, but also the mayor of Vicenza, Giacomo Possamai, who has nothing to do with the waste market, came to Tirana .
Because the Italian company "ECO Tirana" is a subsidiary of the group-companies "AGSM VERONA" and "AMIA VERONA" of the mafia group "Ndraghet'a" who have grabbed the Municipality of Verona by the throat, taking the monopoly service of waste cleaning.
These companies were confiscated by Italian justice in March 2021 and their bosses are on the run and in prison, for money laundering through the business of waste, construction, drug trafficking, food, women and weapons.
But since September 2016, with Contract No. 27496, the mafia group "Ndraghet'a" has grabbed the Municipality of Tirana by the throat, taking the concession for the cleaning-differentiation of the waste of the center of Tirana with a contract for 84 years, which goes until the year 2100.
While with the new deal, which was made with the bosses of the "Ndraghet'a" group on November 15, 2023, disguised as the company "ECO Tirana" and the Mayor of Verona, Damiano Tommasi, a concession was granted for the cleaning of the entire territory of Tirana Municipality in cities and villages, with a new term of 100 years that runs until the year 2124.
This monopoly concession contract for waste cleaning, the company "ECO Tirana" of the "Ndraghet'a" mafia, will start in January 2024, when the Municipality of Tirana has decided to terminate the cleaning contracts with the companies that have the 3 areas the other of Tirana.
Undoubtedly, SPAK knows the anti-mafia law and should investigate this bazaar, for two criminal reasons:
1. The concession started in 2016, from the term of 84 years, has become 100 years starting from January 2024, when the law does not allow long-term municipal concessions, because they are only granted by government decision for up to 20 years, while over 20 years are given by law approved by the parliament.
2. The concession for the cleaning of the entire territory of Tirana has been given to a company called "ECO-Tirana", which is proven by tax documents and investigations of the Italian Court, that it is a subsidiary of the group of companies "AGSM VERONA" and " AMIA VERONA" of the mafia group "Ndraghet'a".
One more fact: the landfill company "Integrated Energy" of Klodian Zoto and Mirel Mëritiri, is a partner with 49% in the company ECO-Tirana of "Ndraghet'a", to which 10 days ago, the Municipality of Tirana gave the monopoly concession for the cleaning of Tirana until the year 2124./ Pamphlet
