From January 11, with Decision No. 10 signed by Prime Minister Edi Rama, the former Mayor of Librazhdi, Kastriot Gurra, started his duties as the Director of the State Expropriation Agency, and even signed the first 3 decisions on land grabbing in Tirana and Vlora.
In the government's decision, it is said that the name of Kastriot Gurrë was proposed by the deputy prime minister Belinda Balluku, but starting from the appointment of Ilir Beqje and 15 other former leaders and former deputies as director, the reality that has been often denounced is confirmed.

While in SPAK there is a criminal complaint against him, where, in addition to corruption with tenders, it is said that Kastriot Gurra has falsified the decriminalization form, not declaring either the sentence or the criminal proceedings that he has in the process.
