On March 26, 2025, just a few weeks before the elections, Prime Minister Edi Rama signed two construction permits issued to Viron Robaj, a name that in any normal country would be synonymous with life imprisonment, but in Albania it is a symbol of the return of crime to the heart of the state.
With two permits approved by the National Council of Territoriality, Robaj, through the company “Eve Construction”, in collaboration with “Kumi Konstruksion” and “Semajo”, has received the right to build:

-2 towers of 20 and 21 floors on the Vlora Promenade
-A complex of 12-13 floors in the central area of ​​the city.
Seemingly an ordinary development, but behind the scenes, a triple scandal:

1. Criminal crime with mass murder at sea
2. Illegal financing from abroad with 20 million undeclared euros
3. Direct political intervention to allow the use of these funds for the construction of a tower on public and urban land

Who is Viron Robaj?
A trafficker convicted of the tragedy of January 9, 2004, where 21 Albanian immigrants drowned in Otranto, after his dinghy was left to the mercy of fate. He escaped, was arrested by Interpol in Perugia in 2015 and the judges of Vlora, instead of the 25 years in prison he had received in absentia, gave him only 3.
Today, he is a free man. And more: he is a strategic investor approved by Babloku.

While "Eve Construction" is a company with a capital of only 300 thousand lek, founded in 2022, and without any real financial activity, Robaj has illegally introduced 20 million euros into Albania, for which SHISH, in cooperation with partner agencies, has reported to the relevant institutions: SPAK, the General Prosecutor's Office and the Financial Intelligence Agency.

But all three institutions are silent, although they are fully aware of this pure money laundering operation through construction on public land.

The scheme is deeper than just a building permit.
Secret reports show that Robaj is not alone. He is a co-financier with other well-known businessmen in the area, among whom the names of the Zaimi brothers and P. Kumi are also mentioned.
But more worrying is the fact that 1.5 million euros of this money was used to finance the Socialist Party's campaign in Vlora.

The permits that Rama signed are a political confirmation of this agreement. So, to silence the institutions, to clear Robaj's image, and to legitimize construction on the coastal front and in the city center, the Albanian government has simultaneously benefited from campaign money and control over the urban territory of Vlora.

From sea criminal to state land owner. From boat to tower. From Otranto to Lungomare.

This is the truth of what happens when crime receives the blessing of the state and captures every link in it.
In any normal country, this person would be the subject of an investigation for money laundering and the owner of seized land. In Albania, he is a beneficiary of public land and a “pioneer of urban development”.

And while Babloku declares war for justice, he silently signs the legalization of murderers in the name of "investments."
