Having strengthened his position as a confidant and employee of Prime Minister Edi Rama, the director of the Durrës Sea Port, Pirro Vengu, has created an illegal parallel structure with administration officials, through which he collects and steals the revenues that should go to state treasury.
The director Pirro Vengu is carrying out this theft scheme with the subordinate realtors, whom he has appointed at the head of the directorates of services in the Sea Port and is continuing freely and massively, despite the fact that the minister Belinda Balluku has asked him to be careful, because he and the group his has been exposed so much that he has become the object of the anti-crime of the US-EU partners.
The truth is that this illegal parallel structure, which acts as a state within the state in the Port of Durrës, has become the object of an investigation by the Criminal Police, based on the evidence it has provided itself, in denunciations from businesses, from SHISH agents, officials of seaport, customs and border.
The report has been forwarded to SPAK, as a body that has the competence to investigate the corruption of state officials, where it is proven that director Pirro Vengu has created a network of abuse in the finances and services of the Sea Port, where he has included current subordinates of the executive level and controller.
While the traces of his actions, in addition to the theft of revenues that should be collected and collected in the state, have also revealed links with the activities of foreign groups that do smuggling and trafficking, linked in interests with the bosses in the government.
The theft of income that should be taken to the state coffers, but goes into the pockets of the director Pirro Vengu and his group, is so open that the figure of the theft reached 30 million Euros.
The theft of the parallel and illegal state that the director Pirro Vengu has created in the Sea Port, is done with the monopoly of the "Taxi" service of passengers and means of transport of goods within the Sea Port, of which the Port collects only 15% of income, while 85% of the income are stolen directly from private entities, without entering the cash register.
But the clients who receive services at the Sea Port, pay their obligations to the state privately to the official gang and director Pirro Vengu, whom he has provided with licenses, authorizations and mandates for false payments out of the Ministry of Finance, as if the millions were allegedly collected in the state.
But the parallel state of director Pirro Vengu inside the Sea Port of Durrës, which privately collects and extorts the income of port services, turns out to steal millions of Lek income from businesses through the private customs service.
According to the police report submitted to SPAK, the gang of director Pirro Vengut cooperates with 3 customs agencies, one "Elite Brokers 2020 Sh.pk" of Olta Xhaçka's brother, which has created a monopoly of customs activity within the Port.
This organized financial crime has been denounced, but it was hidden inside the offices of the Sea Port, while now it has come out and has been completed for investigation at SPAK; but according to information, SPAK has not initiated any action.
