In the investigation file on the surgical equipment concession affair, SPAK has gathered a lot of concrete evidence with tax documents, which prove that the two partners Ilir Rrapaj and the Italian Umbro Staccini, who have 85% of the concession, have committed many frauds and financial thefts.
In addition to the concession company "Sani Service Shpk", they have created a network with 32 other fictitious companies, registered in the name of their employees' family members, with which they made payments as if they were providing supplies and services to the concession of surgical equipment.
According to the SPAK file, it turns out that in addition to the managers of the employee concession firm, Ilir Rrapaj created phantom companies in the name of his brother Mitat Rrapaj, while the Italian partner Umbro Staccini created them in the name of his wife Elisabetta Anzanello, director of the "Sani Service" concession.
These have concluded fictitious contracts for alleged services, equipment purchases, en consultancy/sterilization contracts, when in fact they were the firms created by them making financial payments within the concession, to justify and hide the thefts by increasing the costs.
According to the investigation file, the main Italian partner Umbro Staccini, with 45% of the ownership of the concession, is the "head" of this fraud and financial and tax falsification with a value of nearly 40 million Euros, an increase in the fictitious costs of the surgical equipment concession.
The partners, Ilir Rrapaj and the Italian Umbro Staccini, concluded false contracts and pretended to buy themselves medical equipment, repairs and consulting services, through their companies, but having as a pivot the concession company "Sani Service Sh.pk" where they are the owners.

Por megjithëse SPAK e ka provuar këtë mashtrim e vjedhje në vlerën 40 milionë Euro shtesë nga fondet e shtetit shqiptar, nuk po urdhëron arrestimin e Umbro Staccinit.
Është arrestuar ortaku Ilir Rrapaj, por nuk po kërkohet arrestimi i ortakut të tij italian Umbro Staccini, pavarësisht se mashtrimin dhe vjedhjen me firmat fiktive e kanë kryer bashkë, madje është provuar se italiani është “koka” e kësaj skeme mafioze.
Është identik si rasti i Klodian Zotos, Mirel Mërtirit e Stela Gugalljas dhe italianit Giuseppe Ciaffaglione të aferës së landfilleve, të cilët krijuan 36 firma fiktive dhe kryen transaksione financiare false brenda grupit të tyre mafioz, për të justifikuar, fshehur e zhdukur miliona Euro që merrnin nga shteti.
