According to the Prosecutor's Office, more than 314 hectares of land was acquired in the area of Karaburun and Zvrnec and then sold to a third party.
Among the falsified files is a decision of the late judge Skerdilajd Konomi - killed in 2011 in Vlora with a mafia-type explosive attack - and of another judge Qatip Bylykbashi, who appears to have fled Albania at the beginning of of 1990.
In order to investigate the suspicions about property manipulations in the Vlora region, in August 2015, Prime Minister Edi Rama ordered the establishment of an inter-institutional task force, through which he promised that the institutions would launch a counterattack against the robbers and property counterfeiters. From 2015 to 2017, the Property Handling Agency has reported 35 cases of alienation of property through forgery to the prosecutor's office, cases for which there is no final decision from the Albanian courts.
The investigation into the forgery of properties in Karaburun is one of the issues identified by the inter-institutional task force. In February 2016, Prosecutor Albert Kulicaj ordered the arrest of several suspects, including Raimond Mëzi, his lawyer Enkes Hysendhima, former Vlora mortgage employee Blerina Dhrami, notary Belona Seraj, and the security measure "obligation to appear" was imposed. and "suspension from duty" for Donika Besimaj - the person in charge of the archive at the Court of Vlora - as a suspect in this document falsification scheme. Meanwhile, businessman Pëllumb Petritaj, who has not yet been detained by the State Police, is also wanted.
More than 1 year later, the Prosecutor's Office still has the sensational case under investigation, while all the suspects who were arrested a year ago, including Raimond Mëzi, have already been released by order of the prosecutor's office. Just released from prison, Mezi told BIRN that he had nothing to do with the forgeries and was simply a victim. The Prosecutor's Office of the District of Vlora was reserved for providing information because the case is still under investigation, but according to the documents that BIRN has, Mzezi's name seems to have been used only to secure the property which was then sold by the lawyer Enkes Hysnedhima, thanks a power of attorney.
According to Mëzi, in 1994, Jakupi's father made a request to the Property Restitution and Compensation Agency, for the return of an area of 6,600 square meters confiscated by the communist regime in the city of Vlora.
Based on this request of Jakupi, a decision attributed to judge Thoma Nika dated December 29, 2000 was found in the Court of Vlora, which makes Raimond Mezi the owner of 220 hectares of land in Karaburun. In October 2012, a request was made to the Real Estate Registration Office to register this property in the name of Raimondi, while 2 years later the property was sold to third parties. The prosecution suspects that the entire court file has been falsified as judge Thoma Nika has stated that he never conducted such a court process in 2000. Mezi has stated to the prosecutors that he signed the sales documents at the notary's office on a blank sheet of paper.
Lawyer Enkes Hysnedhima, who unlike Mëzi lives in a luxury villa in the city of Orikum, told BIRN that the procedures followed by him are legal. He denied knowing the beneficiaries of the property and states that he simply represented his client Raimond Mëzi in all the transactions carried out.
