At least 9 criminal charges have been referred to SPAK for the mayor of Kruja, Artur Bushi, a character with a dark past in Italy.
Bushi has been accused by various entities of corruption and abuse of office, for several episodes during the exercise of his duties as the mayor of Kruja.
It is learned that SPAK is verifying a suspected corruption affair of Artur Bush with the distribution of housing for families who were left homeless after the November 2019 earthquake.
In this suspected affair, Artur Bushi was implicated through his brother, Ilir Bushi, who commands Thumana's unit with verbal orders and illegal influences.
Many families have made fictitious separations in civil status in order to unfairly benefit some housing, while other families have been excluded from the game.
The beneficiaries have clientelistic ties to Arthur Bush, with a dark past abroad.
SPAK and BKH can, with a simple verification, confirm how the number of families in Thumana increased before the distribution of housing.
Artur Bushi's brother, Ilir Bushi, controls several companies, including the transport and quarry company, Fazion, with nephew L84805202M.
Through this company, Ilir Bushi administers several quarries in Krujë in a conflict of interest, while he also entered as a subcontractor of Bashkim Ulaj's Gener 2 company, building a segment of the Thumanë-Kashar road.
Artur Bushi is also suspected of tender corruption and violation of equality in tenders. He allegedly dictated the tenders for a circle of his clients, sharing the profits with bags.
Another corrupt affair with an election background consists in the fictitious employment of hundreds of people in the five administrative units of the Kruje Municipality.
People have been hired without going to work a single day, the monthly salary is simply transferred to their account.
In the following, the complete list of those employed illegally will be published, causing great economic damage to the state budget.
This number of employees only on paper is used as a vote bank and for polls.
These are just some facts and the tip of the iceberg, which shows how Artur Bushi has used the Municipality of Kruja and the reconstruction for private gain.
Artur Bushi got involved in local politics after returning to Albania from Italy, being elected mayor of Thumanë Municipality in 2011. Two years later, he became part of the list of candidates of the Socialist Party, for deputy in the district of Durrës and won the mandate.
In August 2015, he became mayor of Kruja, while a BIRN investigation that same year revealed that Kruja's mayoral candidate had been arrested in June 2010 by Italian police, suspected of links to a cocaine-trafficking organization.
Bush was released a month and a half later, while the case against him was dismissed and archived in 2011 by the Italian Prosecutor's Office.
