Gaci of Law, the "head" of corruption at the University of Shkodra

The Dean of the Faculty of Law at the “Luigj Gurakuqi” University of Shkodra, Gaspër Kokaj, has become a living symbol of academic corruption, being caught red-handed for accepting bribes for passing grades, but escaping without a single day in prison, thanks to political connections, checks and support from the judiciary. In June 2023, Gaspër Kokaj was prosecuted by SPAK for passive corruption and abuse of office, after it was documented with evidence that he had received 500 euros for each passing grade, and even corrected them from “failing” to “excellent”. But on September 23, 2023, SPAK prosecutor Ened Nakuçi declared incompetence, transferring the case to the Shkodra Prosecutor's Office, and Altin Dumani signed it. With this maneuver, SPAK violates the Code of Criminal Procedure, as the value of the bribe exceeded the legal limit that made SPAK's competence, especially given the fact that it was committed in collaboration and by a high-ranking public official. And yet, SPAK let the file pass into the hands of local justice, which knows what is hidden behind it.

According to the preliminary report of the BKH, from numerous wiretaps and denunciations, it turned out that Dean Kokaj had taken bribes in at least 33 cases, selling grades and diploma topics in collaboration with lecturers and brokered by his son, Kristjan Kokaj. In at least 20 cases, the payments ranged from 2,000 to 3,000 euros for a guaranteed grade or diploma, while dozens of students graduated with high grades in exchange for money. On September 18, 2024, the Shkodra prosecutor, Besmira Vishe, brought the case to trial on charges of passive corruption in collaboration, but on February 25, 2025, Judge Egla Mirashi decided to dismiss the case, ignoring any evidence, testimony, wiretaps and legal reports. The scandal becomes even more grotesque when it is revealed that Egla Mirashi was herself a student of Gasper Kokaj during the years 2006-2010 and received high grades precisely from him in a system that is now proven to be rotten.

Moreover, on January 24, 2024, at the height of the investigations, while Gasper Kokaj was officially a defendant, the head of SPAK, Altin Dumani, organized a meeting with the students of the Faculty of Law in Shkodra, where, together with the dean himself accused of corruption, he gave a lecture on the “integrity and courage of lawyers”. The irony is humiliating for any honest student. All this happens while the son of the dean Kokaj appears in the SKY ECC wiretaps as being connected to the “Gjoka-Bajri” gang, while Kokaj himself, instead of facing justice, continues to give grades and select future lawyers who will become prosecutors and judges.

This case perfectly unravels the four pillars on which Albanian corruption is held: the university that serves as a breeding ground for bribes, the justice system that turns a blind eye to evidence, politics that supports it with silence, and public opinion that tires of protesting any injustice. The name of Gaspër Kokaj has become the synthesis of a rotten system that rewards crime within the auditoriums and offers the decoration of freedom instead of handcuffs. And this is just the tip of an iceberg of academic and judicial corruption, for which no one in Albania is still held accountable./ Pamphlet
