The Albanian government has opened a 6.6 million euro tender for interventions in the coastal area of Durrës, precisely where the Arab company “Alabbar” is building the towers, hotels and shopping centers of its project. Although the contract with the “Eagle Hills” company stipulated that the private company would cover all investments in the modernization of the area with its own funds, the government is paying them from the state budget. The investment is disguised as a public project and is financed through the “GOA” budget program, while the Arab company has started selling apartments, offices and commercial units for full private profit. The tender will take place on December 22, 2025 and the works will last 18 months. SPAK continues to remain silent, without finalizing the investigation into the “Alabbar” towers affair.
In addition to donating 810 thousand m² of seaside land, granting 67 percent of the tower business, and forgiving 200 million euros in local and central taxes and fees, the government is also financing coastal infrastructure investments for the project of Mohamed Alabbar's Arab company.
In the Public Procurement Bulletin dated December 9, 2025, the Director of the Albanian Development Fund, Dritan Agolli, announced a special tender for interventions in the central coastal area of Durrës, precisely where the "Alabbar" towers, hotels and shopping centers are being built.
According to the announcement, the tender for the third phase, worth 6.6 million euros, has as its object construction interventions for “increasing the tourist offer” and “functional and aesthetic improvement of the coast of the Municipality of Durrës”. This is the formal description. In reality, the investment is carried out in the area of the private project of the offshore company “Alabbar”, while the financing is provided by the Albanian Development Fund, within the framework of the “GOA” budget program for the period 2025–2027.
This intervention with Albanian taxes is not a public investment, but an investment for the private interests of the Dubai Towers project close to Prime Minister Edi Rama and represented by Mohamed Alabbar.
In the contract between the Albanian government and the company "Eagle Hills Real Estate Development", it is written that the private company, in addition to the construction of the towers, would carry out with its own funds all investments in the modernization of the coastal area and beach in the space where it is building the towers, hotels and shopping centers.
But the contract has turned out to be a public fraud. The modernization of the coast in the area of the “Alabbar” towers is being financed from the state budget with 6.6 million euros, while the Arab company has started selling apartments, offices, commercial units and parking spaces for its own account.
The tender will be held on December 22, 2025. The works are expected to last 18 months. Meanwhile, justice is silent, as if public funds are not being used to support a private project. SPAK has not yet finalized the investigation into the “Alabbar” towers in Durrës, although the violations and favoritism are documented./ Pamphlet

SPAK duhet të veprojë ose të identifikohet si instrument në shërbim të 'Parisë së Tiranës" dhe interesave të klaneve ndërkombëtare në dëm të Shqipërisë. Ngado që ta kapësh këtë konçension ,nuk ka ku ta kap as qëni.
