Secret meetings, plans approved in silence, and a bill presented as humanitarianism. The government has been working on refugee camps, while the prime minister has publicly declared that none would be opened.
The government has finalized the draft law for the establishment of 20 refugee camps in Korça, Gjirokastër and Vlora, for citizens from Afghanistan, Pakistan, Iran, Syria, Lebanon and Gaza. The process began secretly on December 4, 2024, according to Edi Rama's order dated June 12, 2024, while the prime minister publicly declared that Albania would never accept refugee camps. Workshops with GNP, IOM, UNHCR, EUAA and FRONTEX were held without transparency, while the ministries signed the final document within a day. The project is presented as an act of humanity, but the reality shows a political bargain that puts Rama's interests above the interests of citizens.
The Albanian government has prepared a draft law for the establishment of 20 refugee camps in the regions of Korça, Gjirokastra and Vlora, to house people from Afghanistan, Pakistan, Iran, Syria, Lebanon and Gaza.
The document, published by Interior Minister Albana Koçiu, comes for approval just six months after Prime Minister Edi Rama publicly rejected the UK's request to establish a refugee camp.
At the joint press conference on May 15, 2025, but also in several international media outlets, Edi Rama declared that Albania would never become a place for refugee camps and that the case of the agreement with Italy would not be repeated with any other country. Six months later, he has broken this promise, paving the way for the establishment of 20 new camps, in addition to the one in Gjadri in Lezha.
How does the Prime Minister justify this project?
Edi Rama has accepted the establishment of camps in the areas of Korça, Gjirokastra and Vlora, presenting the decision as an act of humanity that will bring long-term benefits to the country. In reality, Albanian citizens do not benefit from the use of the territory for refugee centers. Only the prime minister, who seeks to increase the political influence of his government and disguise this decision as support for European integration, benefits.
The draft law states that Albania, as an EU candidate country, must demonstrate European commitment to managing migration with solidarity and humanity. But if this is a European standard, then EU countries should set up camps on their own territory, as they are larger and much richer than Albania.
Hypocrisy and secret government meetings
Documents show that the government has been working on this project for more than a year, while the prime minister declared the opposite to citizens.
· On December 4, 2024, the first meeting of the working group on the refugee reception plan was held at the Ministry of Interior, in implementation of Order No. 95 dated June 12, 2024 of Prime Minister Edi Rama.
· On April 1–3, 2025, the first secret workshop was held to discuss the plan and prepare the infrastructure.
· The second workshop on precautionary measures was held on May 21–22, 2025.
· On June 9–10, 2025, the third workshop was held to finalize the plan.
· On 21–23 July 2025, the fourth workshop was held in Shkodra with the participation of GNP, IOM, UNHCR, EUAA and FRONTEX, where the final draft was finalized.
· With letter no. 5224/1, dated October 7, 2025, the project was sent for signature to the Ministers of Justice, Finance, Foreign Affairs, Health, Defense, Infrastructure, Local Government and the head of SHISH, who signed it within the day.
While Edi Rama swore to the public and internationals that no refugee camp would be established in Albania, behind his back he had been ordering the drafting of the plan, the designation of zones, and the preparation of the terrain for more than a year.
