The Minister of Defense, Pirro Vengu, is under two restrictive measures from two of Albania’s allies. Turkey has blocked classified military information, raising doubts about his oath as a Greek citizen. The Greek state, on the other hand, has limited his Schengen stay from three months to one month and does not recognize his state service passport, because he has evaded the legal call for compulsory military service. He has not entered Greece for twelve years for fear of being arrested as an undeclared soldier. Even during his eighteen months in office as minister, Vengu has refused four official invitations to NATO activities and Albania-Greece cooperation. His appointment by Edi Rama has produced two parallel scandals: a Minister of Defense who does not enjoy the trust of strategic partners and who cannot normally perform his functions in the Euro-Atlantic alliance.
In Minister Vengu's self-declaration, within the framework of the law on image, integrity and decriminalization, it results that the Greek state has limited the time of movement and Schengen stay in Greece from three months to one month. Minister Vengu has been imposed a Schengen punitive measure because he did not report for mandatory military service in Greece.
Under Greek law, the one-month stay restriction will be in effect until the age of 45, which is the legal age for military service. Vengu is 39, so he will remain under this restriction for another six years.
In his self-declaration, he says:
"Due to my failure to perform military service in Greece, the law of this country has limited my Schengen stay in Greek territory from three months to thirty days."
But the Greek state, in addition to restricting his stay, has also included the measure of not recognizing the Albanian civil service passport. Upon entering Greece, he is treated as a simple visitor from countries outside the EU, without government status.
For twelve years, Minister Vengu has not set foot on Greek territory and will not go until the age of 45 for fear of being conscripted under Greek law. For this reason, he has not participated even during the eighteen months of his tenure as Minister of Defense, although he has had four mandatory official invitations within the framework of Albania-Greece military cooperation and the NATO alliance.
The first call to perform military service in Greece came in September 2015, when he was the director of the cabinet of the Albanian Foreign Minister, but he did not show up. Former Defense Minister Mimi Kodheli did not take the actions required by the bilateral agreement for cases when citizens with dual citizenship are called up for military service in another country.
After this scandal, Edi Rama appointed Pirro Vengu Director of Anti-Corruption at the Prime Minister's Office, then Director of the Durrës Port Authority, and in July 2024 appointed him Minister of Defense.
With this appointment, Prime Minister Edi Rama has produced two serious scandals:
Turkey has restricted Vengu's access to sensitive military information, arguing that he is sworn in as a Greek citizen and does not guarantee the security of the information.
Greece has restricted his Schengen stay, does not recognize his civil service passport, and does not treat him as a minister of a NATO ally. /Pamphlet

Ligji grek per sherbimin udhtarak i jep te drejt shtyrje pa afat.Ne rast se ka mbi 10 vjet qe banon jasht greqis.Keshtu vepra dhe un dhe tashi kam te drejt te vizitoje greqin cdi vit .KETE INFO SJA KAN THEN MINISTRIT?
Ai duhet te deklarohet si qytetar grek ne kurbet, sepse ashtu quhet, per 7 vite me radhe, ne ambasaden greke te vendit ku qendron. Deklarohet adresa dhe asgje tjeter, dhe deri ne moshen 45 vjecare ka te drejte te qendroj ne Greqi 3 muaj. Cdo vit 3 muaj. Por ai ka 10 vite qe nuk ka dhene shenj jete, prandaj ekan ndaluar, ose sanksione. Ai quhet nga dega ushtarake greke, ( Katikos eksoterikou ). Qe do te thote banor i jashtem grek, dmth ne kurbet. Ja u shpjegova sepse jam mare me kete problem per shume futbollista shqiptar qe kan pashaporta greke, dhe vijne te luajne ne Shqipri ????????. Dhe hasin te njejten problem. Shtyrje dega ushtarake greke ???????? jep vetem 2 here. Pastaj je i detyruar te paraqitesh ne repartin ku te caktojne. Kaq.

Kjo quhet loje me interesat e Shwiperise, te ushtruse dhe popullit shqiptar. Dhe kjo loje eshte bere per tu sherbyer interesave private te politikaneve tane te larte. Poor nuk ka ndonje prokuror me bole qe te fillonte ceshtjen penale ne ngarkim te Piro Dengut dhe eproreve te tij. Prandaj Shqiperia do vazhdoje te hiqet zvarre!
