Information received by "Pamfleti" indicates that another clash has begun between the Director of SPAK, Altin Dumani, and the Director of the National Bureau of Investigation, Aida Hajnaj.

According to Law No. 95, dated October 6, 2016, the 5-year mandate of the Director of the BKH, Aida Hajnaj, ends on August 31, 2025, and she must hand over the task to the new director within 1 week, starting from the date he will be elected by the High Prosecutorial Council.

But the head of SPAK, Altin Dumani, has asked the director of BKH, Aida Hjanaj, to resign before the end of her term, without a replacement being elected, and has even asked her to cease exercising her functions.

According to Dumani, the head of the BKH should cease cooperation with the Police, SHISH, the General Prosecutor's Office, Anti-Trafficking, Anti-Smuggling, Customs, Taxes, Banks, the Money Laundering Prevention Agency, FBI, Europol, and agencies of partner states.

The request for Hajnaj's removal without a new director being elected is a scandal for these legal reasons:

Firstly, the removal of the Director of the BKH cannot be requested without electing a new director, to whom the task is handed over after the mandate and according to administrative rules.

Secondly, until the day of remaining in office within the mandate, or during the continuation of the duty, due to the failure to elect a new director, the BKH director remains in office and exercises his powers.

Thirdly, even if the removal of the Director of the BKH without electing a new director would be in accordance with the law, this is not the competence of the Director of SPAK, but of the High Prosecutorial Council.

Four questions about the background of the selection of the new director of BKH:

- Why is Altin Dumani seeking to remove the director of the BKH, Aida Hajnaj, before the end of her mandate and without a new director being elected, and to whom will she give her powers without a mandate?

- What prevented Altin Duman from selecting the candidate for Director of BKH within the legal deadline, when he opened the competition on April 22, 2025 and had to complete the 7 phases of preliminary selection, testing and verification of the candidates' profile by July 15, 2025?

- Has the selection of the new director of the BKH been delayed by the clash of interests between Altin Dumani and other prosecutors within SPAK, to take control of the direction of the investigation?

- Have these interests been commanded by political and mafia clans to control and use BKH through the preferred director they want to select?

On September 1, BKH will not have a new official director; it is unknown when he will be elected.

In violation of the legal deadline, the new Director of the BKH has not yet been selected, because Altin Dumani and the commission under his command have not sent the name of the candidate to the High Prosecutorial Council. The name of the candidate for director of the BKH should have been sent for approval by July 31, 2025, while the KLP should have approved it by August 20, but it is not known when he will be selected.

According to the information, the head of SPAK has not yet sent requests for verification of the character, professionalism, activity, integrity and assets of the candidates who have been selected.
