The Italian media WOW Magazine has continued with the next article about the controversial businessman Gjergj Luca and his entry into the famous hot-spot for immigrants in Shengjin:
The case of 'Trattoria Meloni' and the accusations against its owner raise some doubts from the side ours and it becomes necessary to ask some more questions. This is because the case, according to the Albanian media that raised this issue, is also related to the hotspot opened by Italy in Shengjin. Let's see how. Some Albanian newspapers ( here is the link ) in July of this year distributed a news according to which the owner of the restaurant, Gjergj Luca, uses 5 inspection ships donated by Japan in Albania within a cooperation agreement for personal purposes. Specifically, these 5 ships, which are supposed to have been donated to the Albanian Ministry of Agriculture, were then given to Luca, who registered them in the name of his company and used them for activities such as fishing and transport. The businessman has presented himself to the Japanese authorities as a representative of the ministry, receiving the benefit of using the ships. All this seems to be sealed by an Instagram post from the businessman himself, in which he shows images of Japanese people in his restaurant and thanks Japan for everything it is doing for Albania and for his company, Rozafa. The big problem is that, according to speculation reported by the newspaper which speaks openly about 'preliminary information', these Japanese ships may also be used to transport migrants. It would be a huge bummer if the rumors were confirmed. But what evidence are there?
Let's start with Italian security. Article 3, point 7 of the document on the Ratification and Execution of the Italy-Albania Protocol for strengthening cooperation in the migratory field on January 19, 2024 provides that 'for the implementation of the Protocol, public administrations are authorized to sign and execute contracts or agreements for assistance of works, services or supplies, even in the exception of the legislation in force'. This would allow, although it is not certain, the use of fishing vessels as transport vessels. But the issue of the ships is central and problematic for the governments that have signed the contract, because, according to the preliminary market consultations published by Viminale on May 28, 2024, the total costs of the lease reach a maximum of 13.5 million euros, which is 150 thousand euros per day.
A big expense, but no decree announcing the winner has yet been published, so it is not yet specified which ships will be used. Some links, however, hint that the possibility opened by the Albanian media is not so distant, and that it may be precisely Gjergj Luca's ships that will win the tender, or that they are able to transport about 300 passengers, 200 expatriates and 100 operators, and which are equipped with a minimum of 50 cabins, each with a maximum of two beds and a cargo of less than 5 meters, suitable for berthing in Shengjin port.
First, Gjergj Luca turns out to be very active in Shengjin, the hotspot city in northern Albania. Trattoria dedicated to Giorgia Meloni has opened right here. Other media also report on his closeness and friendship, which he himself has shown, with the Albanian Prime Minister Edi Rama, who in turn is on very good terms with Giorgia Meloni.
According to the records, Luca also supported Rama's election campaign, receiving some favors in return. All this, together with his entrepreneurial skills, can lead to a high probability that Gjergj Luca will manage the transport to the hotspot. Perhaps not to win the tender, but to work in the exception, as provided for in the agreement. At the moment, everything remains only a suggestion and the Albanian media talk about unfounded information without providing solid evidence.
But questions remain.
An official denial would be necessary, from the governments and from the entrepreneur. Could it really be his ships carrying the centre's migrants financed by Italy?
Prime Minister Meloni, now that the accusations have appeared against the entrepreneur who is dedicated to a restaurant, shouldn't she at least distance herself?
Did it happen that the Italian prime minister met him, even without being aware of the relevant charges, last year during her institutional vacation?
Does she feel represented by a restaurant named after an entrepreneur facing these charges?
Is he able to guarantee that the entrepreneur is not involved in Italian funding for the migrant center?
