In VKM no. 1078, dated 29. 12. 2010, Sali Berisha, says: - "The company "Kurum" is authorized for the import of 300 thousand tons of metal waste from the state of Serbia to Albania, for the period January 1-December 1, 2011, passing the transit through Montenegro.
Among the waste determined to be brought from Serbia to Albania, Sali Berisha gave the company "Kurum" the monopoly of importing waste cast iron, iron, steel and other metals in small pieces, shavings, slices, waste, grinding, powder sawing and sanding in any form.
According to the provisions of the EU and the Basel Convention, these 300,000 tons of metal waste from Serbia, which Sali Berisha allowed to enter Albania through the company "Kurum" as a monopoly only by her, were and are outside the green list, and are considered toxic waste with high risk.
On the basis of the Basel Convention, on the basis of international environmental law and the ordinance of the Council of Europe, Serbia had to classify this waste as hazardous, prohibited for recycling and had to dispose of it within its territory in the presence of agencies. international.
But former Prime Minister Sali Berisha ordered and allowed them to be brought and melted down in Albania, while the remains of the waste were thrown in the open environment in Elbasan, while Serbia itself did not recycle them.
The EUROPOL report with the code "EU-ZA-AL-12/1.1", dated February 9, 2011, referred to the SHISH report "No. 0017.Al", dated November 4, 2010, i.e. 1 month before the decision of Sali Berisha, it was said that the 300,000 tons of hazardous metal and non-recyclable waste, which Albania is importing from Serbia, is an organized business between Serbs and Bosniaks Damir Fazllic and the owners of the Turkish company "Kurum", with activity in the metallurgical center of Elbasan.
