In addition to the sale of the licenses of fishing boats and the funds of the Ministry of Agriculture, the receipt of nearly 2 million Euros from the "IPARD" funds that the EU has given to farmers; the 4 fish processing centers and restaurants owned by Gjergj Luca do not pay taxes, registering them in the name of the company "Rozafa Sh.pk".
But an information from fishing businessmen has revealed another scandal, which is related to the favoring of the fisherman Gjergj Luca, by donating wealth, which was donated to the Albanian government by the Government of Japan in the framework of economic cooperation.
It is about 5 inspection vessels, surveying and technical service at sea for vessels during fishing activity, which the Ministry of Waters and Fisheries of Japan has donated to the Ministry of Agriculture of Albania, in the time frame of 2021-2023.
But these state-owned ships, instead of being registered as owned by the Ministry of Agriculture and being used by the General Directorate of Aquaculture-Fishing, were given to the fisherman Gjergj Luca, who registered them under the company name "Rozafa ” that he uses privately for fishing and transport.
The state authorities of Japan have been deceived as if Gjergj Luca is a representative of all fishing businesses; as if he is the Director of the Marine Water Fisheries Sector in the Ministry of Agriculture and allegedly an adviser to Prime Minister Edi Rama on the fishing industry.
This is how Babloku presented it to the Ambassador of Japan in Tirana, Takada Mitsuyuki and to the Minister of State of Japan, Minoru Kiuchi, whom he took to Gjergj Luca's restaurant in Labinot-Elbasan for lunch.
Likewise, Gjergj Lucë, in addition to having provided him with an international service passport; took him twice to the government delegation when he went to sign the agreements, where he signed for receiving 5 gift ships, presenting him as a government official for fishing and head of the fishing organization, when Gjergj Luca is one of the 3000 members .
In fact, with the mandate as an alleged representative of the Albanian government and with the deception that "Rozafa" is a company with 60% state capital, Gjergj Luca has concluded economic fishing, import-export and international transport agreements with the Japanese Corporation "Kiyomura".
