
As the four-year anniversary of the start of the war in Ukraine approaches, Kiev is considering the possibility of a territorial compromise as part of a peace deal with Russia. According to the American magazine The Atlantic, two advisers to President Volodymyr Zelensky stated that Ukraine could relinquish control of Donbass if certain conditions are met.
To legitimize such a decision, which is described as "very difficult", the authorities are planning to hold a national referendum in the spring, in parallel with the presidential elections. The Financial Times has also reported on this scenario.
The territorial issue has been the most sensitive point in all rounds of talks so far. According to the article, the negotiating team led by Kirill Budanov, who replaced Andriy Yermak as head of the Presidential Executive Office, is showing greater flexibility on territorial issues compared to his predecessors.
“They are really creative in finding ways to make this acceptable to the people,” an official involved in the closed-door meetings was quoted as saying. Lawyers are working on legal mechanisms that would formalize the de facto loss of the eastern territories in order to secure public support.
President Zelensky confirmed in an interview that he is ready for electoral processes, despite the state of emergency. He believes that combining the referendum with the presidential election will increase turnout and strengthen the international legitimacy of the decision. "I don't think we should make a bad deal for the sake of a referendum," he said, emphasizing that the conditions must be acceptable.
According to The Atlantic, Zelensky publicly expresses support for some American proposals, but often accompanies them with reservations that, in practice, make it difficult to reach a final agreement.
