But the question is, did he take on the role of special envoy for Russian affairs or the role of a "perverted minister" who runs a policy independent of the de facto pro-European government.

During his visit to Moscow on the occasion of the 80th anniversary of the liberation of Belgrade in the Second World War, Vulin had meetings with senior Russian officials, with the director of the Foreign Intelligence Service of the Russian Federation Sergey Naryshkin and with the director of the Federal Service of Security of the Russian Federation Alexander Bortnikov.

Previously, visits of such a high level were carried out personally by President Aleksandar Vučić, who did not miss the opportunity to speak with pride about the strong friendship between Russia and Serbia, as well as about his personal contribution to maintaining this cooperation. interstate.

The question arises whether the appointment of Vulin to this position was Vucic's way of creating, if nothing else, the appearance of distancing himself from Russia and distancing himself from Russian influence, or the very formation of such a ministry indicates the complete opposite.

Srećko Đukić, a former ambassador and member of the Forum for International Relations, tells 'Danas' that ministers like Vulin's do not exist anywhere in the world and that President Vučić obviously cares a lot about what the West thinks of him. .

" This has been the case especially since the Russian invasion of Ukraine and when the main Western powers and the EU imposed sanctions on Russia and this is being looked at and evaluated separately ," he explains.

As our interlocutor assesses, such a Western policy worries Serbia and Vučić, taking into account the specifics of relations between Serbia and Russia, not only traditionally and historically, but also in relation to the Kosovo issue, which, as he says, is certainly Belgrade's main point of view when it comes to relations with Moscow.

Djukic emphasizes that in recent years, Vucic has been much more careful when it comes to relations with Russia and that he has seen a solution in Vul.

" He found space to find a place in this Government for a pro-Russian man. Vuliln found solace there. He loves his position, he loves Russia, and he interprets the pro-Russian rhetoric as extreme as possible with his anti-European views ," says Djukic.

Dimitrije Milič, program director of the "New Third Way" organization, tells Danas that Aleksandar Vulin serves more as a special envoy for Russia, because, as he says, there is nothing to lose.
