Ukrainian President Volodymyr Zelensky has long been discussing possible Ukrainian strikes deep into Russian territory. Recently, speculation has been circulating about possible coordination with Donald Trump. After that, the American news portal Axios reported that Zelensky had asked Trump for the delivery of Tomahawk missiles.
Putin's spokesman, Peskov, downplayed the issue, saying the new weapons were not a panacea and could not change the course of events on the front. It remains to be seen whether a missile attack on Moscow would have a greater impact on the war than the situation on the front.
According to Ukrainian defense portal Zbroyasich, Ukraine has further developed its Neptun cruise missile. The new missile was presented to the public on Independence Day this year. The system and missile were presented at an exhibition currently taking place in Kiev, and precise specifications regarding the range and weight of the nuclear warheads were published.
With the new Neptun cruise missile, Ukrainian designers have made a remarkable breakthrough. According to Business Insider, the missile was originally conceived as an anti-ship weapon based on the Soviet Kh-35 missile. In Ukraine, work on an improved version capable of targeting land began during the Ukrainian War.
As Business Insider further reports, former Ukrainian Defense Minister Rustem Umerov stated last year that the missile had been modified to increase its range and that serial production had been expanded.
The new Neptune system is called Neptune-D and features the improved RK360L missile, Defense Blog reports. The flight range is stated as 1,000 km. This is approximately three and a half times greater than the declared range of the R-360 anti-ship variant (280 km).
For comparison, the distance between Kiev and Moscow is about 750 kilometers, so the Russian capital would be within range of the new missile system.
A longer range is usually achieved at the expense of the warhead mass. However, with the new Neptune system, the warhead mass of the RK360L is also increased to 260 kilograms. The anti-ship version, in contrast, had only 150 kilograms of explosives.
According to Defense Blog, the compromise appears to have been achieved by reducing the internal volume of the propellant (and thus some of the potential range) to make more mass available for the missile's warhead.
According to analysis of photos by Defense Blog, the RK360L is approximately 6 meters without boosters, 1.5 meters longer than the base model, and its body diameter has been increased from 38 to approximately 50 centimeters. The missile is designed for dual-role engagement: it can hit both moving ships and stationary land targets. There is no complete information on the guidance systems, but the anti-ship capability suggests an active radar seeker in its final stage.
The developers eliminated several key issues for ground-based flight. These include flying over rough terrain, similar to the American Tomahawk system; accurate path guidance without GNSS/satellite navigation; and high-resolution target acquisition and close-in on ground targets. The RK360L also offers an extended range and a more powerful warhead than its predecessor.
The progress in the development of Neptune could be a game-changer for Volodymyr Zelensky. Speaking before the UN General Assembly, he told Axios: "They need to know where the bomb shelters are," and directed the threat at the Kremlin. If they don't end the war, "they will definitely need them (the bunkers)."
According to Axios, a Ukrainian official and a second source confirmed a meeting between Zelensky and Donald Trump on the sidelines of the General Assembly. In a separate interview, Zelensky confirmed that he had asked the US president for long-range weapons during the meeting.
The US envoy for Ukraine, Keith Kellogg, also commented on the Ukrainian strikes deep inside Russia using US weapons. Asked on Fox News whether Trump had authorized this, he replied that, based on statements he had "read" from Trump, Vice President JD Vance and Secretary of State Marco Rubio, "the answer is yes". Kellogg said "use the ability to strike deep. There are no safe havens". Vance also confirmed on Fox News that the US government is considering a shipment of Tomahawk missiles. However, Trump has the final say on the matter.
The Kremlin downplayed the threat on Monday, saying that even possible deliveries of Tomahawk missiles would not change the situation on the front. There is "no magic bullet that can change the situation on the front in favor of the Ukrainian regime," spokesman Dmitry Peskov said. "There are no magic weapons. Whether it's Tomahawks or other missiles, they won't be able to change the dynamics."
Trump, on the other hand, has recently hardened his tone towards Russia. While he initially urged rapprochement, he is now talking about a possible retake of all occupied territories.
