Serbian government documents show that Serbian intelligence, in cooperation with Russia's FSB, has been testing sonic weapons on dogs. Known as Long Range Acoustic Devices (LRAD), the devices are used for long-range communication, but can cause hearing damage at close range. They can also reportedly cause headaches, dizziness and nausea.

In Serbia, tens of thousands of citizens have been protesting in the streets and squares since the Novi Sad tragedy in November 2024. In March 2025, during one of the largest demonstrations, a deafening noise suddenly swept through Belgrade's main street.

Various footage released from multiple angles showed the noise spreading through the crowd, followed by a panicked dispersal of the crowds.

Protesters, who ended up in Belgrade's emergency room, reported nausea, vomiting, headaches and dizziness.

The Serbian government has denied that sound bombs were used against protesters. President Aleksandar Vučić rejected the accusations, later saying that “all those responsible for such brutal fabrications and lies will be held accountable by the authorities.”

A month after the demonstration, the Serbian intelligence agency, BIA, published a report commissioned by the Russian Federal Security Service (FSB). The report stated that high-decibel devices “were not used during the demonstrations” and concluded that there was no “massive psychological, moral or physical impact on people.”

According to documents obtained by Politico, Serbian and Russian intelligence experts conducted the animal experiments as part of an investigation following the protest. The documents were compiled by the BIA and a government ministry.

The aim was to assess whether the symptoms described by the protesters were consistent with the effects of sound cannons, which Serbian authorities have previously admitted were at the disposal of the police.

According to the documents, dogs were chosen as test subjects because they are "extremely sensitive to acoustic effects." The animals were irradiated with two LRAD models: the LRAD 100X MAG-HS and the LRAD 450XL, from "distances of 200, 150, 100, 50 and 25 meters." The report on the investigation of Serbian and Russian intelligence concluded that "during the irradiation of the basic and test signals, the biological objects (dogs) did not experience any disturbances (changes in behavior) at the tested distances. The dogs were examined three days after the tests and showed no changes in their condition."

The documents also suggest that the tests may have been carried out without the necessary permits for animal experiments, without the knowledge of the relevant ministry. Serbian legislation requires that animal experiments be registered in advance and approved by competent bodies, including an ethics committee, and expressly prohibits the use of animals for testing weapons and military equipment.
