The leaders of the Balkans gathered the night before in Athens at an informal dinner at the invitation of Greek Prime Minister Kyriakos Mitsotakis. They have come up with a joint statement with 8 points, through which they emphasize the importance of the Western Balkans becoming part of the European Union.
According to the statement, the war in Ukraine revealed the need for the Western Balkans to urgently become part of the EU, as a cornerstone for peace between peoples. Likewise, the leaders of the Balkans support Ukraine and Moldova to take the necessary steps to become part of the union countries.
"The escalating war of aggression against Ukraine revealed the urgent need for a strong, resilient and inclusive EU as a cornerstone of peace and prosperity between our peoples during these challenging times," the statement said.
The statement also came out with a stance on the war, where the leaders support the territorial integrity of Ukraine and call for those who have committed war crimes to be held accountable.
"We agreed that there can be no impunity for war crimes and other atrocities, such as attacks against civilians and destruction of infrastructure, and all perpetrators must be held accountable," the statement said.
The leaders of the Balkans gathered the night before (August 21, 2023) in Athens, while the heads of the institutions of the European Union, the president of the European Commission, Ursula von der Leyen and the President of the European Council Charles Michel were also invited, while those present Ukrainian President Volodymyr Zelensky was a surprise. The meeting was organized by Mitsotakis on the occasion of the 20th anniversary of the EU-Western Balkans Summit and the "Declaration of Thessaloniki".
The great absence of this meeting is that of Prime Minister Edi Rama, an absence which comes after the tension in relations due to the arrest of the elected mayor of Himara, Fredi Beleri. Athens insists that the detention of Fredi Beleri, who represents minority Greek voters in Himara, was politically motivated and has called for his immediate release.
Rama who did not receive an invitation due to the case of Fredi Beleri, while on the other hand the president Bajram Begaj refused to participate.
Joint statement
We, President Aleksandar Vucic, President Maia Sandu, President Volodymyr Zelenskyy, President Jakov Milatović, Prime Minister Kyriakos Mitsotakis, Prime Minister Ion-Marcel Ciolacu, Prime Minister Albin Kurti, Prime Minister Borjana Kristo, Prime Minister Dimitar Kovachevski, Minister Nikolai Denkov and Prime Minister Andrej Plenkovic, in the presence of the President of the European Council and the President of the European Commission, we met today in Athens, twenty years after the historic EU-Western Balkan Summit in Thessaloniki, and issued the following statements:
1. Pushtimi rus i Ukrainës është një moment kyç për Evropën, duke krijuar një nivel të ri ndërgjegjësimi për parimet e përbashkëta, unitetin dhe të ardhmen e përbashkët brenda BE-së. Kjo është një kohë kritike për sigurinë, paqen dhe stabilitetin e kontinentit tonë evropian. Ligjet dhe parimet që kontribuuan në një rend sigurie të qëndrueshme dhe të parashikueshme evropiane për kaq shumë kohë janë shkelur dhe ne jemi dëshmitarë të shfaqjes së efekteve katastrofike.
2. Përballë agresionit rus, ne shprehim mbështetjen tonë të palëkundur për pavarësinë, sovranitetin dhe integritetin territorial të Ukrainës brenda kufijve të saj të njohur ndërkombëtarisht, bazuar në vlerat e demokracisë dhe shtetit të së drejtës.
3. Në diskutimet tona sot në Athinë, ne shprehëm mbështetjen dhe vlerësimin për përpjekjet e zellshme të Presidentit të Ukrainës Volodymyr Zelenskyy në përcaktimin e parimeve për paqen në përputhje me Kartën e OKB-së, në Formulën e tij të Paqes. Ne mirëpritëm gjithashtu përpjekjet e Asamblesë së Përgjithshme të OKB-së për një paqe gjithëpërfshirëse, të drejtë dhe të qëndrueshme në Ukrainë.
4. Ne ramë dakord se nuk mund të ketë mosndëshkim për krimet e luftës dhe mizoritë e tjera, siç janë sulmet kundër civilëve dhe shkatërrimi i infrastrukturës dhe të gjithë shkaktarët duhet të jenë përgjegjës.
5. Njëzet vjet më parë, Samiti i Selanikut pranoi se Ballkani Perëndimor i përket Bashkimit Evropian. Ne besojmë fuqishëm se sot kjo deklaratë mbetet më e rëndësishme se kurrë. Lufta e përshkallëzuar e agresionit kundër Ukrainës zbuloi nevojën urgjente për një BE të fortë, elastike dhe gjithëpërfshirëse si një gur themeli i paqes dhe prosperitetit midis popujve tanë gjatë këtyre kohërave sfiduese.
7. Today in Athens we discussed the way to make this vision a reality. We underlined the importance of setting ourselves a target for fulfilling the vision of an EU to be part of with the Western Balkans, Ukraine and the Republic of Moldova. We underlined the need for a revitalized and focused expansion process that is tangible and credible. We expressed our commitment to support Ukraine and Moldova to take the next steps in their membership process once the necessary reforms have been completed.
8. We strongly believe that 20 years after the Thessaloniki Summit and in light of the new geopolitical reality, the time has come to adopt a bold and ambitious final goal that will serve as a guide, inspiration and context.
