The prospect of any progress in peace talks has been a prominent issue in reporting on the war in Ukraine in recent months. While both Kiev and Moscow seek to give the impression that they have realistic hopes of reaching some kind of resolution, the consensus among analysts is that an agreement is highly unlikely in the near to medium term.

The insurmountable obstacle, according to most experts, is Russia's apparent lack of willingness to compromise on any of its core goals, with Vladimir Putin's regime insisting that Ukraine hand over significantly more territory.

Analysts say Russia believes it can continue its war effort until Western countries cut off their support for Kiev and Ukraine is forced to capitulate.

In fact, Russian Foreign Minister Sergei Lavrov gave an interview this week in which he ruled out Western security guarantees for Ukraine as part of any deal, having already explicitly demanded that any future Ukrainian government be “friendly” to Russia and “benevolent.”

As analysts at the Institute for the Study of War assert, such comments show "that the Kremlin's demands extend beyond Zelensky's removal."

And in a report that appears to provide a more accurate reflection of the Ukrainian president's expectations about the peace talks, Wall Street Journal correspondent Bojan Panczevski said he was briefed on a private meeting that Volodymyr Zelensky held with cabinet members last week.

He reported that the Ukrainian president now acknowledged that there was little chance of an imminent end to the conflict, and that Washington seemed unlikely to provide the binding security guarantees needed for an agreement.

"What makes me more skeptical is a meeting of Zelensky's private cabinet last Thursday, February 12. There, Zelensky announced that the negotiations had failed and that they now have to draw up a plan for another three years of war. Everyone was shocked ," Panczevski told the Ronzheimer podcast.
