Italy has received a strong blow from the Council of Europe regarding the treatment of immigrants in detention centers, similar to those set up in Albania.

According to local media, the Center against Torture in the Council of Europe has described the centers as inappropriate and inhumane.

According to "Ansa", the report notes that there are poor material conditions, lack of an activity regime, disproportionate approach to security, improper health treatment and lack of transparency on the part of private contractors. This report also questions the Albanian model.

In addition, the report highlights " the widespread practice of administering psychotropic drugs without a prescription diluted in water, as documented in the Potenza center ".

According to the document drawn up after visiting four of the nine operational centers in Italy, (CPRs of Milan, Gradisca d'Isonzo, Potenza and Rome between April 2 and 12) KiE has the clear impression that " the high rate of critical events and The violence recorded within the CPRs was a direct consequence of disproportionate security restrictions, the lack of individual risk assessments of foreign nationals and the fact that detained persons had virtually nothing to do. past tense ".

According to the report, most of the ill-treatment and excessive use of force occurred during "critical events", such as escape attempts, acts of vandalism or protests and riots, leading to the intervention of special forces groups.

The Committee states that " it is aware that the task of intervention units is often difficult and dangerous and that the use of force against prisoners may be necessary in the performance of this task ", but believes that interventions in centers should be carried out in the presence of an authority completely independent of both the security forces involved and those who manage the facility tasked with observing and then reporting on how the intervention was carried out.

Meanwhile, the document received an official response from the Ministry of the Interior: The Council of Europe's report on CPRs " is based on partial and incomplete information ".
