If they had dared to utter similar words three years ago, they would have been considered crazy. But today, the generals are speaking to a Europe under siege. A Europe under fear. A Europe under attack, to quote Sergio Mattarella.
A Europe where war is no longer an exotic spectacle confined to distant lands, that can be contemplated thoughtlessly on television, but a real danger. No longer a linguistic taboo, but a possibility evoked in the lexicon of politics.
" We must be prepared for a full-scale war ," declared NATO Secretary General Mark Rutte.
" We live in a world of war, a world of predators ," added Ursula von der Leyen.
Most leaders in the Old World seem to see things the same way. The Baltic and Scandinavian countries, which face the Russian threat every day, are building bunkers, while the Poles and Germans are thinking about tanks. Who knows if it will be enough?
Who knows whether European states will be able to face open conflict, or better yet, avoid it by developing a credible deterrent. And with their masses of consumer citizens, more or less indifferent to anything related to foreign policy and defense.

But "the whole country" is still steeped in nostalgia for the happy decades of a predetermined peace settlement, when the burden of arms fell on a handful of professionals. And this lack of involvement is worrying.
On November 27, in a speech at the Varces base, Emmanuel Macron made it clear. To survive the dangers that threaten it, France must create "a new pact between the country and the army," to "enlist" (mobilize) the younger generation. To this end, he launched a new national military service, with three thousand young people recruited on a voluntary basis each year.
Shortly thereafter, the German parliament passed a law that increased the number of Bundeswehr soldiers from the current 180,000 to 260,000 and created a reserve force of 200,000 men and women. These are expected to be volunteers, randomly selected from eligible 20-year-olds, if necessary.
In the coming months, it will be the Italians' turn to discuss this. Not because ministers and generals in Berlin, Paris or Rome want to return to the old compulsory military service, which today would be unnecessary and costly. But because many believe that the defense of Europe depends (also) on the willingness of its citizens, and especially the youngest (our children), to participate in collective security. And on their willingness to sacrifice themselves if necessary. The problem is that their children may not agree.
Macron expressed confidence in the call of young people to serve. But an Ipsos poll finds that while most French people favor a new military service, only 40% of those under 24 say they are willing to be drafted, and even fewer are willing to go into battle.
Boris Pistorius, the German Defense Minister, is optimistic about his fellow citizens' response to the country's needs. But on December 5, as members of the Bundestag were deciding to reinstate the military conscription exam, thousands of students in Germany took to the streets, shouting against conscription (which will not happen) and declaring that they do not want to be "cannon fodder" for the elderly, who have left behind only insecure jobs, a crumbling welfare system, and a violent present.
