At a time when peace seems more and more endangered, with several outbreaks of war, but also under the constant Russian threat of an escalation to a nuclear attack, the European Union is seeing the possibility of increasing military capacities.
The EU's first industrial defense strategy was proposed today in an urgent bid to rebuild military capacity to fend off possible future attacks by Russia.
The move will mark the end of the post-World War II peacetime defense strategy in Europe, under which the production of ammunition and equipment such as tanks must be phased out.
Josep Borrell, the head of the EU's foreign policy, said during the presentation of the Commission's new strategy that "peace is no longer safe" and Russian aggression has created a situation where the increase in defense capacities is urgently needed.
Today's proposal comes five years after French President Emmanuel Macron's proposal on the creation of a European army, as it would create independence in the field of EU defense.
Officials at the European Commission said they were able to "fix" the lack of a defense policy in the past two years, but had identified three gaps, including a major financial "hole".
Officials calculated that if the bloc had spent 2% of its GDP on defense in the past 15 years, it would have spent €1 trillion.
"This gives an idea of the financial resources needed", said the official.
The immediate funds, which are hoped to be provided by common agreement of member states, are 1.5 billion euros, but defense commissioner Thierry Breton has stated that a budget of around 100 billion euros is needed.
