Russian President Vladimir Putin has accused Ukraine of sabotaging the peace process in a speech at the annual board meeting of Russia's FSB intelligence service.

He condemned what he called "terrorist attacks" against Russia, including threats to various pipelines, accusing Ukrainian intelligence services of being behind most of them because Kiev failed to inflict defeat on Russia on the battlefield.

"We must neutralize all attempts to undermine this process," Putin said.

The president added that it was vital to strengthen the protection of energy infrastructure and other strategic facilities. He also told FSB leaders that the "special military operation" in Ukraine required maximum vigilance and concentration on their part.

Russia has been targeting Ukraine's civilian energy infrastructure with heavy attacks for months, causing heating outages at very low temperatures.

On the other hand, Volodymyr Zelensky has said that Russia's energy facilities were a "legitimate target" as they were "the source where their money was generated and multiplied," with the revenues being used to fuel its war effort.

Russia and Ukraine have been participating in U.S.-brokered peace talks since last month, with territorial issues remaining a sticking point. Moscow wants Ukraine to give up all of Donbas, including territory currently held by Kiev.
