The European Union's foreign policy chief, Josep Borrell, has called on Ukraine's western allies to lift restrictions on the use of weapons, saying Kiev has the right to attack countries that are attacking it.
Borrell also said that it is "absurd" to say that attacks on Russian territory would mean direct war against Moscow.
"No one wants a war with Russia. But put yourself in the shoes of the Ukrainians: the Russians are bombing you from a place you can't reach. You want to fight as equals" , he said, adding that to do this, Ukraine must be able to hit the countries from which Russia attacks it.
Ukrainian officials, including President Volodymyr Zelensky, have repeatedly called on Ukraine's global allies to allow it to strike military targets deeper inside Russia with weapons provided by the West.
In recent days, Russia has responded with heavy-handed missile and drone strikes targeting civilian infrastructure across Ukraine.
Ukrainian officials say that despite shipments of new weapons that are helping Ukraine, its armed forces are still at a disadvantage because Western restrictions prevent them from using long-range weapons to strike deep inside Russian territory.
"Long-term security for Europe begins with short-term and bold decisions about Ukraine," said Ukrainian Foreign Minister Dmytro Kuleba.
