North Korean leader Kim Jong Un has arrived in Russia's eastern city of Vladivostok for talks with Vladimir Putin. Reports say he entered the Khasan border station about two hours ago after traveling overnight in his armored train.
The Kremlin has confirmed that the meeting between the two leaders will take place "in the coming days", on regional and global issues, after the end of the Eastern Economic Forum.
Senior military officials are also traveling with Kim. The two countries are expected to finalize an arms deal that could see Pyongyang supply weapons to fuel Russia's war in Ukraine. On the other hand, North Korea may receive much-needed humanitarian aid for its sanctions-starved country. The Kremlin has said that Russia is "not interested" in Washington's warnings and will focus on the interests of Pyongyang and Moscow.
This is Kim's first trip abroad in four years – he last met face-to-face with Putin in 2019.
In exchange for providing the munitions, North Korea is likely to demand shipments of food and energy and transfers of sophisticated weapons technology.
While Washington is considering sending to Ukraine Army Tactical Missile Systems (ATACMS) that can fly up to 306 kilometers and Multiple Guided Missile Systems (GMLRS) that have a range of 72 kilometers and are loaded with bombs crushing.
The GMLRS missile system will be able to deliver up to 404 cluster bombs. For several months, Ukraine has had a variant of the GMLRS system in its arsenal.
President Biden's administration has been considering supplying Ukraine with ATACMS systems for months, fearing that the delivery would be seen as an overly aggressive move against Russia. As Ukraine's counteroffensive against aggressor Russia shows signs of progress, Washington is keen to bolster Ukraine's military at a crucial time, two sources told Reuters news agency.
