Kremlin spokesman Dmitry Peskov said a summit between the leaders of Ukraine, Russia and the United States should take place only at the final stage of peace negotiations, with the aim of finalizing agreements.
He described the territorial issue as "complex" and emphasized that any meeting at the leadership level must be preceded by a detailed working process at the expert level.
Peskov added that Russian President Vladimir Putin's offer to meet with Ukrainian President Volodymyr Zelensky in Moscow remains open, although this has been previously rejected by Kiev.
The Kremlin's stance appears to contradict statements by US special envoy Steve Witkoff, who has expressed the expectation that Zelensky and Putin could meet immediately after the next round of peace talks, which Washington aims to organize within three weeks.
In an interview with Fox News, Witkoff said that US President Donald Trump could also participate in a possible Ukraine-Russia summit, but only if he believes a favorable outcome can be achieved.
