Dissatisfaction with the lack of state exams in Albanian is spreading from jurisprudence to medicine, psychology, economics and other professions; students warn of continued protests until a concrete solution is found
Albanian students in North Macedonia will protest again today in Skopje, in a mobilization that is being considered one of the largest student reactions in recent years regarding the issue of the use of the Albanian language in state institutions. The protest, which is expected to start at 16:30, is organized after ongoing dissatisfaction with the lack of opportunity for Albanian students and candidates to take state and professional exams in Albanian, despite it being the official language in the country.
Organizers say that today's protest is no longer just a student-only one, but represents a broader civic reaction to, as they call it, the practical non-implementation of the linguistic rights of Albanians in North Macedonia.
The protest has also received support from civic organizations, activists, and Albanians from the diaspora. Calls for mass participation have been shared on social media, while many citizens have considered the issue a test for the real functioning of equality in North Macedonia.
Supporters of the protest argue that respecting linguistic rights is one of the main pillars of interethnic stability in the country and that any negligence in this regard could negatively affect relations between communities.
How did the reactions start?
Initially, the dissatisfaction was mainly related to students of the Faculty of Law, who demanded that the jurisprudence exam be organized in Albanian. However, according to the organizers, the problem is much broader and now affects a large number of students from various academic and professional fields.
Law student and one of the organizers of the protest, Mevlan Ademi, has stated that similar obstacles are also being encountered by students of medicine, psychology, architecture, economics and other branches, who face difficulties in the professional licensing process because tests and procedures are conducted only in the Macedonian language.
According to him, this situation creates inequality among citizens and undermines the opportunity of Albanians to practice their profession equally.
"We are not asking for privileges, but the implementation of a right guaranteed to us by the Constitution and the laws of the state," the organizers declared in public calls for protest.
Studentët pretendojnë se mungesa e provimeve në gjuhën shqipe është tregues i një problemi më të thellë institucional që lidhet me moszbatimin e plotë të Ligjit për Përdorimin e Gjuhëve. Sipas tyre, edhe pse gjuha shqipe ka status zyrtar, në praktikë shqiptarët vazhdojnë të përballen me pengesa administrative dhe profesionale.
Ata argumentojnë se shumë kandidatë detyrohen të japin provime në një gjuhë që nuk është gjuha e tyre amtare, gjë që, sipas tyre, ndikon drejtpërdrejt në rezultatet dhe mundësitë profesionale.
Në reagimet e tyre, studentët kanë theksuar se çështja nuk duhet parë si konflikt politik apo etnik, por si kërkesë për respektimin e standardeve të barazisë dhe funksionimit të një shteti multietnik.
“Kur një qytetar nuk mund të ushtrojë profesionin e tij në kushte të barabarta për shkak të gjuhës, atëherë kemi problem institucional”, thuhet në një nga reagimet e shpërndara nga organizatorët.
Kjo është protesta e dytë brenda pak javësh. Më 6 prill, qindra studentë marshuan në Shkup duke kërkuar të njëjtën gjë: organizimin e provimeve shtetërore në gjuhën shqipe dhe respektimin e të drejtave kushtetuese.
Pas protestës së parë pati deklarata nga përfaqësues të qeverisë dhe partive politike shqiptare në pushtet se çështja do të zgjidhej shpejt. Megjithatë, organizatorët thonë se deri tani nuk është ndërmarrë asnjë hap konkret dhe se nuk ka asnjë vendim zyrtar që garanton ndryshimin e situatës.
Pikërisht mungesa e rezultateve konkrete ka nxitur organizimin e protestës së re.
Reagimi i kryeministrit Mickoski
Kryeministri i Maqedonisë së Veriut, Hristijan Mickoski, ka reaguar ndaj protestave duke deklaruar se institucionet janë duke punuar për një zgjidhje dhe se studentët duhet të tregojnë durim.
Ai ka premtuar se çështja e provimit të jurisprudencës në gjuhën shqipe do të marrë zgjidhje “së shpejti”, por pa dhënë një afat konkret ose një plan të detajuar për mënyrën e realizimit të saj.
Në të njëjtën kohë, Mickoski ka akuzuar opozitën shqiptare për politizim të protestave dhe përpjekje për të krijuar tensione politike në vend. Sipas tij, tema po përdoret për përfitime politike dhe për destabilizim të klimës politike.
Deklaratat e tij kanë shkaktuar reagime të ndryshme në opinionin publik, ndërsa organizatorët e protestës kanë mohuar çdo lidhje politike, duke insistuar se protesta është qytetare dhe studentore.
Qëndrimi i koalicionit VLEN
Edhe koalicioni shqiptar VLEN, pjesë e qeverisë, ka deklaruar se çështja është në proces zgjidhjeje dhe se po zhvillohen negociata me institucionet përkatëse.
Përfaqësues të këtij koalicioni kanë bërë thirrje për qetësi dhe kanë siguruar studentët se kërkesat e tyre janë legjitime. Megjithatë, mungesa e vendimeve konkrete ka bërë që shumë studentë të shprehin skepticizëm ndaj deklaratave politike.
Organizatorët kërkojnë dokumente zyrtare, vendime institucionale dhe afate konkrete për zbatimin e kërkesave, duke deklaruar se deklaratat publike nuk mjaftojnë më.
Heshtja institucionale
One of the main criticisms of students is related to the lack of official information from competent institutions, especially from the Ministry of Justice and the bodies responsible for organizing state exams.
So far, a detailed plan has not been published on how the exams in the Albanian language will be conducted, which institutions will be responsible, and when the change may come into effect.
This lack of transparency, according to students, has increased distrust and added to the belief that the issue is dragging on.
What to expect after the protest
Students have warned that the protests will not stop unless the institutions provide a concrete and workable solution. They demand that the use of the Albanian language in state and professional exams be guaranteed through clear institutional mechanisms and not just through political statements.
Analysts estimate that the way the government will handle this issue could have a direct impact not only on students, but also on Albanians' perception of representation and equality in state institutions.
For now, it remains unclear whether today's protest will bring a concrete institutional reaction or whether the issue will continue to remain part of the political and social debate in North Macedonia.
