Russia begins maneuvers to prolong the war, Lavrov seeks China in negotiations

Russia appears to be putting obstacles in the way of a peace deal with Ukraine. Russian Foreign Minister Sergei Lavrov said on Thursday that Russian authorities are “ready” for negotiations with Ukraine in “any format,” but added that a possible summit must be prepared “with maximum care at every preliminary stage” to avoid aggravating the situation.

Lavrov also recalled a proposal made by Ukrainian negotiators during the failed talks in Istanbul in 2022, which he said Russia had accepted. The document included security guarantees for Ukraine, naming the permanent members of the UN Security Council: Russia, China, the United States, France and the United Kingdom as security guarantors.

This stance clearly shows that Russia seeks to include China in any process that could lead to an agreement, increasing the complexity and conditions of a possible international summit. Lavrov underlined that any meeting should serve to bring about the conclusion of negotiations and not to aggravate the conflict, implying that Moscow is setting strict conditions for the continuation of dialogue.

Against this backdrop, NATO defense chiefs discussed possible security guarantees for Ukraine on Wednesday, deciding for the time being not to send troops to the ground, but only military and technical assistance. The decision, led by the United States and supported by European countries, is considered provisional and will be reviewed depending on developments on the front.

Italian Admiral Giuseppe Cavo Dragone, chairman of NATO's Military Committee, noted that 32 defense chiefs from the alliance participated in the video conference, calling it an important diplomatic step toward a peaceful solution. However, Lavrov's request for China's involvement suggests that the path to peace may be more complicated than ever.
