Democratic leaders are stepping up their efforts to end the war that the United States and Israel have declared on Iran, after days of escalation that culminated in a temporary ceasefire on Tuesday night. In recent months, several resolutions have failed in Congress as some Democrats sided with Republicans. But Trump's aggressive moves this week, including a post on Social Truth that warned that "an entire civilization" could disappear if Iran did not agree to his demands, have spurred many to take action.

"We need a complete end to Donald Trump's reckless war," House Minority Leader Hakeem Jeffries told CNN shortly after Trump announced the ceasefire with Iran.

"House Democrats have demanded that President Mike Johnson immediately reconvene the House of Representatives so that we can propose a war powers resolution that would permanently end this conflict."

Despite the shutdown, House Democrats will seek unanimous consent to pass a war powers resolution during today's session, according to a source familiar with the discussions. 

Representative Glenn Ivey of Maryland will lead the effort and invite all members who will be in Washington on Thursday to participate. However, the proposal is unlikely to succeed, as a single objection would block unanimous consent and require Democrats to request a formal vote on the resolution.

At a news conference in New York on Wednesday, Senate Minority Leader Chuck Schumer said House Democrats would force a vote when Congress returns next week. “This war has left us in a worse position today than we were before it started,” he said, noting the cost of the war and its impact on natural gas prices. “This is one of the worst military and foreign policy actions the United States has ever taken.”

Meanwhile, more than 70 Democrats are calling for the 25th Amendment to remove Trump from office over his threatening posts on Truth Social. The protest has raised questions about the president's mental health, but also serious concerns about whether he will follow through on his threats to bomb critical Iranian infrastructure - which would constitute war crimes under international law.

Some lawmakers have urged his cabinet to use the amendment to declare him unfit for office, others have called for his impeachment and conviction — and some have called for both. Senator Chris Murphy of Connecticut told CNN on Tuesday that "no president in control of his senses would publicly promise to wipe out an entire civilization." 

"Trump seems to be leading us down a path of massive war crimes. This is a path we cannot accept," he said.

Ro Hanna, a California representative, wrote on Tuesday in X: “we must use the 25th Amendment and remove Trump. Threatening war crimes is a flagrant violation of our Constitution and the Geneva Conventions.”

Pramila Jayapal, a Democrat from Washington state, said that while she was “relieved that Trump did not destroy an entire civilization last night,” “his baseless threat and illegal war make it clear that he is unfit to serve as president.”

Trump's threat angered even those who previously made up Maga's core base, including former Congresswoman Marjorie Taylor Greene, and right-wing commentators like Alex Jones and Candace Owens.

Green, a staunch Trump ally turned critic, posted on X. "Not a single bomb has been dropped on America. We can't kill an entire civilization. This is evil and madness."

Republican lawmakers have also expressed concern about threats to strike civilians, but the party has largely remained silent.

The 25th Amendment to the U.S. Constitution, ratified in 1967, following the assassination of President John F. Kennedy in 1963, gives the vice president, in conjunction with a majority of the cabinet, the right to declare the U.S. president "incapable" if they determine that he is unable to continue to exercise his duties.

This amendment aims to protect the country and its regime from the situation in which the president is unable to perform his duties but refuses to voluntarily abandon his duties.
