"The result of the local elections in Belgrade does not reflect the free will of the voters living there, due to the scale and type of electoral malpractices during the voting in Belgrade on December 17". said the Serbian election observer, CRTA.

Rasha Nedeljkov, the director of the CRTA, said during a press conference that the CRTA is very concerned about the quality of the parliamentary elections, estimating that drastic violations of voters' rights, law and institutions escalated on election day.

"Irregularities were noted in five percent of the polling stations for the parliamentary elections and even in nine percent of the polling stations for the Belgrade elections, which directly compromised the election results in those polling stations", said Nedeljkov.

He emphasized that in the afternoon and evening hours of the election day, there was a clear trend of a noticeable increase in the number of pre-filled ballots, and the illegal presence of third parties in those polling stations, especially in Belgrade.

He added that the polling stations were closed under the circumstances of a disturbing increase in the number of cases of keeping parallel evidence inside and outside the polling station, organized behavior of voters and suspicious traffic of cars around the polling station.

"In these conditions, the legitimacy of any future local elections will be equally doubtful, if the institutions are not committed to prove the truth and responsibility for the violation and circumvention of the law and the destruction of the legitimacy of the elections" , said Nedeljkov.

On Sunday, the media reported on numerous buses bringing people from the Republika Srpska entity from Bosnia and Herzegovina. Some of them, not knowing that they were talking to journalists, said that they had come to vote.

When they were asked why they do not perform their civic duty in their place of residence, they did not know how to answer.

CRTA's recommendations to the authorities in Serbia are for the prosecution to impartially investigate accusations of criminal offenses in elections and election campaigns, as well as to change the law on local elections, so that the right to vote in local elections is obtained only upon taking residence for six months.

According to Nedeljkov, it is necessary to make the list of voters more transparent, by publishing data on the number of voters per household.
