Volodymyr Zelenskyy has accused the West of failing to respond to Russia's bombing of Ukraine, following a massive attack that killed six people and injured 18 others.
The western city of Lviv, considered one of the safest in the country, suffered the most serious bombing since the start of Vladimir Putin's full-scale occupation.
For five hours, Russian drones and Shahed missiles targeted the city, which is about 70km from the Polish border. Huge explosions were heard from the centre, a UNESCO World Heritage site.
Among the victims was a 15-year-old girl who died along with three members of her family when their house was razed to the ground in the village of Lapaivka in the Lviv region. Eight others were injured in the same attack. One person died in the city of Zaporizhzhia when drones hit an apartment block.
Zelenskyy said Russia had rejected all offers to stop its all-out war. He claimed Putin was deliberately trying to destroy civilian infrastructure - in particular Ukraine's gas and energy system - before winter.
He added: " There is no worthy and strong reaction from the world to everything that is happening. To the constant increase in the scale and audacity of the attacks. That is why Putin is doing this: he is simply laughing at the West, at the silence and the lack of strong actions in response."
The Ukrainian president also said there was "no real reaction" from the world, but promised that his country would react "so that Russia feels the answers."
Poland's air force said it scrambled fighter jets and took preventive action to secure its airspace after an aerial incursion last month by Russian drones.
Numerous regions were hit, including Ivano-Frankivsk, in the west of the country, as well as Zaporizhzhia, Odessa, Kherson, Sumy, Kharkiv and Chernihiv.
Zelenskyy called on Ukraine's allies to help strengthen air defenses and impose a no-fly zone, which they have so far been reluctant to do.
