Volodymyr Zelenskyy issued a statement on social media after the drone and missile attack overnight, saying that "America's silence and the silence of others in the world only emboldens Putin."
The Ukrainian president began by thanking rescue teams working in 30 cities and villages across the country after the attack, which is one of the largest since the start of the war.
He said the targets were Kiev and 11 other regions, and stressed that the victims included children.
" Any such terrorist attack by Russia is reason enough for new sanctions against Russia. Determination matters now – the determination of the United States, the determination of European countries, and of all those in the world who want peace ," he wrote.
