He also gave them the monopoly of production, the exclusivity of the Albanian market and the export of mussels, with the center of activity in Lake Butrint; for which they do not pay a penny to the state, while with the company "Valona Construction", they are giving millions of euros in tenders and permits for towers.
Besnik Lulaj, with government decisions and concession contracts, has entered the business of cultivating citrus fruits, vineyards, olives and processing lines in the area of Xarra, using state land and facilities.
In this business, Besnik Lulaj, a partner of Luftar Hysa of the Mexican cartel El Chapo, is a partner with the "Ismailaj" clan of Bablok at the "Arena Center" stadium tower; which, in addition to 50% of public investment tenders and towers, also received permits for 3 resorts, among them 50 hectares of free land within Butrint Park, for the "Manastiri" villa complex.
In the area of Xarra near the lake of Butrint, where he set up the mussel factory; Besnik Lulaj and Ardit Ismailaj, on July 24, 2014, created the farm "Agrokulturë Xarrë", where they have 75.43% of the ownership, while the rest is owned by 5 puppet people connected to them, for the effect of creating an agricultural company, according to the criteria defined by VKM no. 470, dated May 22, 2013.
While on January 27, 2015, they signed a Lease Contract No. 752 with the Ministry of Agriculture, receiving 100 hectares of agricultural land and 1800 m2 of state buildings for free in Xarre, with a term of 99 years and without any obligation to the state.
At the beginning of 2020, they started the construction of warehouses and factories for the processing and production of beverages, juices and canning, on the archaeological site of Xarra near Butrint.
The works were blocked by the Ministry of Culture with Decision no. 264, dated August 17, 2020, based on the fact that the land donated by the government is a protected area and under exploration by UNESCO.
But by order of Bablok, the blocking decision was ignored, while Besnik Lulaj of the El Chapo cartel and Ardit Ismailaj of the "Ismailaj" clan of the stadium tower in Tirana, continued the works, building warehouses and workshops for the "Agrokulturë Xarrë" farm.
According to the document Decision no. 2, dated August 8, 2021, Besnik Lulaj and Ardit Ismaliaj, in bargaining with the government, fabricated a threat of legal action against the Ministry of Agriculture and withdrawal, for allegedly not implementing the land contract and extorted 400 million lek of missing profit, fabricating protests with some of their workers, as alleged owners of the land surfaces./ Pamphlet
