Some important groups in the SP almost thought that Edi Rama would not confirm Belinda Balluku. There were rumors that she will no longer even be the political head of Dibër district; some others, who said that Rama will split Belinda's superministry, giving half to the former director of OSHE, and others who said that Pandeli Majko would be appointed deputy prime minister.
But in reality, Belinda Balluk did not move a single hair. She continues to be the Deputy Prime Minister with stronger power than her predecessors, the Super Minister of Energy and Transport, as well as the political chief in Dibër.
But that's not all, as Balluku won Ardian Çela's duel and placed her man in OSHE; also, after his departure, he firmly maintained control of Albcontrol, which is one of the most important directorates of the administration, commands Albpetrol - the state oil superenterprise; he has vertical connections in the ARSH that he removed any director who did not suit him, but on the other hand he strictly controls taxes, customs with Gazhel, as well as other entities.
In other words, Deputy Prime Minister Balluku is really the most powerful person in the government. As for Edi Rama, there is no way to decide or suggest anything without referring to her. Belinda Balluk's political estate is complete, and she is showing this strongly every day.
In fact, Balluk's political influence is expected to pass the Dibër district as well, to compensate for his departure from Tirana, and thus return to the lobby of the most powerful and influential Socialist Party.
It is likely that soon Durrësi and Kruja, that is, the whole district, will have complete control, as Belinda has currently broken the lobbying of Dako and Çela.
Therefore, the changes in the government, to give more space to Lali Eri's clan, can be analyzed more as a maneuver by the prime minister to confront the two groups that are already the most powerful of the majority.
And the "witch" as Rama likes to call her publicly, has managed to stop any action against her by the other clans, who have been whispering to the Prime Minister for a long time. He even had the effect of overthrowing the Minister of Finance, who he saw as an opportunity to duplicate her.
With a very strong move, Balluku eliminated Delina Ibrahimi, who was sent as political chief in unit 5 in Tirana, with the logic of empowerment as a deputy. There was a lot of talk that Edi Rama will also take her to Dibër, since Ibrahimi was born and raised in that district.
