The abandonment of houses as a result of immigration is causing the municipalities to collect even less money from the property tax. Small local government units suffer especially from this gap. One of them is Dimal Municipality.
" I think that in this aspect we can do more, because and why they live abroad they have to pay the property tax fee in the community where they have this property. This tax is different from the cleaning-greening fee to pay it you have to live to pay for the service. The property tax is also an obligation for Albanians who live outside the territory of the Republic of Albania ", says the Mayor of Dimal, Juliana Memaj.
Mainly based on agriculture, livestock and agro-processing, despite all the efforts and good administration, Dimali continues to be ranked among the municipalities with significant arrears. At the end of last year, they reached 164.5 million ALL from 146.8 million in 2022.
" The Ministry of Finance calculates as a liability only why the bill was cut according to the "Tax Law." But if you refer to the law on "Domestic Finances", it becomes an obligation when the deadline passes according to the contract. I don't think it's a problem since the contract is "law for the parties". If you have respected the contract, you don't have to be added to the list of debtors ", emphasizes Memaj.
Assessing the increase in funds available from the government, especially in recent years, the Mayor of Dimal, Juliana Memaj, estimates that even more money is needed, especially in terms of investments.
" I strongly believe that the coming years will be better for the local government and there will be a better fiscal policy from the government to distribute a special investment fund. We invest 30 percent of the income and if this money came from the government, we would be able to distribute these funds to other necessary items ", says the mayor of Dimal.
With an area of 156 square kilometers, Dimal Municipality has a population of about 27 thousand inhabitants. With the new administrative division, this local unit received an important agricultural profile, oriented especially in fruit culture with olive production, but livestock, cereals and vegetables are not left behind./ A2CNN
