Babloku, under the guise of electoral fraud, promised to increase the salaries of the administration, but when it failed, he did not come forward to clarify why the new salaries did not start from April 1, nor for the month of May.

He took out Delina of finance, to read this justification: - The new salaries did not start, because it takes a long time to clarify the decisions, there are probably 200 institutions of the administration with over 130 thousand employees, therefore the salaries will continue as they were, until to prepare the documents, a deadline that we cannot say when it will be.

This is fraud on electoral fraud, logically and technically, first financial planning is done based on the state budget for each sector, then the decision is made whether and how much the salaries will increase.

But the truth of not starting new salaries on June 1 for 132,000 employees of the administration, is due to the blockage made by the IMF, because this increase was "a violation of the financial discipline of the Albanian budget, with over-exceeding its liquidation capabilities ".

More specifically, the IMF blocked the start of new salaries from April 1, and the entire process of their increase worth 345 million Euros per year, since the income that the budget has and will have until 2027, can cope with a lot of effort we only calculate existing salaries.

On May 29, immediately after the decree of salaries by the President, the Minister of Finance, Delina Ibrahimaj, by order of Bablok, hastened to liquidate the addition of the months of April-May, trying to detach 58 million Euros from the EURO-BOND (Debt) 480 million Euro.

But this attempt was blocked by the IMF and then the World Bank, giving an ultimatum to the Ministry of Finance and the State Bank, not to touch even 1 cent of the foreign debt, since it was given only for public investments and not for salaries.

The government has not been given any time limit by the IMF, when it should start this salary increase, because there is no expected real financial basis for their fund of 345 million Euros per year, while the minister Delina Ibrahimaj deceived by saying that it is " technical delay".

But even if the budget wants this income to cover this salary increase for 132 thousand employees of the administration, this agreement, which must definitely receive prior approval from the IMF, since Albania is a country with a debt of over 70% and an obligation of 117 million Euros in year, for installments of loans and foreign debts.

On May 26, the "Pamphlet" warned of the blocking of salary increases by the IMF, announcing that the IMF had agreed to increase by 40% only the low and medium pensions, but the government increased the salaries of the administration, while the low pensions and medium indexed by 2%, or 200-400 ALL.
