Despite digitalization, with services "one click away"... the Albanian administration continues to grow. At the end of last year, there were almost 40 thousand employees in the country's 61 municipalities, the highest number ever recorded.

In order to improve services to citizens by reducing the number of employees and consequently saving money, the government undertook the “administrative-territorial” reform in 2014. Officials from the ruling majority argued that its implementation would save hundreds of millions of euros, money that would serve to improve the lives of citizens. Today, over a decade later, the local administration has doubled in size.

Data from local finances show that on average, an employee currently costs municipalities almost 68 thousand lekë. For certain high-level positions, the maximum cost increases to over 83 thousand lekë.
Before 2015, Albania had a total of 373 local government units, municipalities and communes. On July 31, 2014, the reform was approved with 88 votes in favor, 1 against and 1 abstention, without the presence of the Democratic Party, reducing the number of local government units to 61./ A2 CNN
