Emergency plan for natural gas, how the links will work in case of crisis

The Ministry of Infrastructure and Energy has drawn up an emergency plan for gas, which has already been issued for consultation and foresees the steps to be taken and the links involved in any case in a crisis situation. Referring to the report, it is underlined that the purpose of drafting the draft decision "On the approval of the emergency plan for natural gas in the Republic of Albania", is the determination of the minimum safety standards of natural gas supply in the Republic of Albania, the determination of rules and criteria to guarantee safe and efficient supply of natural gas, in the conditions of a crisis and emergency situation, as well as the duties and responsibilities of the institutions for the management of emergency situations in the supply of gas to customers.

Divided into parts, the draft decision establishes that the plan is binding for all gas market participants, as it describes gas supply security measures as the responsibility of gas enterprises, member states and competent authorities. In a separate chapter, the plan defines three levels of crises: early warning, alarm and emergency. This point defines the role and responsibility of gas enterprises, the role of competent authorities, ensuring that natural gas enterprises and industrial gas customers are given sufficient opportunity to respond at any level of crisis.

It also lays down detailed procedures and measures to be followed for each crisis level, including relevant information leak schemes. Mechanisms used to cooperate with other member states for each crisis level are described. For the transmission and distribution companies, the responsibilities that each one has for ensuring gas supply in accordance with the regulation are described.

"Gas companies are charged with providing a gas supply to the general public that is safe, low-cost, consumer-friendly, efficient and environmentally friendly as possible.

Based on the SoF Regulation, protected customers will be primary in ensuring gas supply. Gas undertakings must supply in particular to protected customers, in the case of a partial interruption of gas supply or in the case of extremely high demand for gas, as long as it is reasonable in economic terms to supply gas" it is said in the relation.

The levels of crises and how the management is done in each of them is detailed separately in the plan, while in chapter 5 the tasks and measures for traders and gas suppliers to enable replacement quantities of gas, in the event of supply interruption, are specified. Chapter 10 specifies that there is a regional chapter in the emergency plan.

It “determines general appropriate and effective cross-border measures for each level of crisis between member states of the respective risk groups.

When the competent authority of a member state of the group declares one of the crisis levels, it shall immediately inform the competent authorities of the other member states with which it is directly connected as well as the Secretariat of the Energy Community, as well as provide information on the level of the identified crisis, the measures it has implemented and/or intends to take, the procedures being followed and the expected contribution of the measures taken"./ Monitor
