The saga of the Thumanë-Kashar axis has come to an end, as Prime Minister Edi Rama has announced that the "golden" road will be opened today for the circulation of vehicles from 19:00.
Passing on this road will be subject to payment, the value of which will depend on the type of vehicle, but which will not be lower than 2.1 euros. This fee will be calculated every year, and the private company Gener 2 will be able to increase it depending on the fluctuations of the euro exchange rate.
Thumane-Kashar axis "golden road"
The Thumanë-Kashar concession has cost Albania up to four times more than the European roads.
A report by the European Investment Bank shows that in 2021, a concession contract for the construction of a highway in the Czech Republic 32 km long, as well as maintenance for 28 years will cost 16.5 million euros/km.
Meanwhile, another concession, Kekava Bypass in Latvia, construction and maintenance for 20 years will cost 14.2 million euros/km.
In Albania, Gener 2 has planned a concession worth 1.3 billion euros for 35 years. Its construction, maintenance and transfer will cost 61.9 million euros/km, a value 3 to 4 times higher than the European partnerships.
The value is much higher compared to the Albanian government's own figures, which in the List of Strategic Investments 2019-2020 revealed that with its own funds the road would be built for 169 million euros.
Meanwhile, with the new agreement negotiated by the government, the toll for the road will be indexed to inflation and in the first 8 years the state will set a guarantee of 22.8 million euros to collect the planned revenues. The concessionaire also has the right to collect additional income, for which he will only pay a profit tax.
Under these conditions, the toll burden on citizens makes the construction of this highway more expensive than the "A" quality highways in Greece and Italy.
However, infrastructure projects in Albania have shown that apart from high costs, they do not provide security for citizens.
The roads, which even though they have devoured millions and millions of euros, are a constant danger for the Albanian citizens who travel every day, because maintenance is a process that is done with hope.
